As an HSE Manager, you will be responsible for overseeing and implementing Health, Safety and Environmental management systems across construction projects. You will ensure that all construction activities are carried out in compliance with approved HSE plans, project requirements, UAE regulations, and international safety standards. The ideal candidate must have strong experience in high-rise tower construction projects in Dubai, with proven expertise in managing HSE teams, contractors, and complex construction activities.
Responsibilities
- Develop, implement, and monitor comprehensive Health, Safety and Environmental (HSE) procedures in accordance with project requirements.
- Ensure all construction activities comply with approved HSE plans, risk assessments, method statements, applicable UAE regulations, and international safety standards.
- Lead and manage the HSE team, including HSE Engineers, Officers, Inspectors, and other safety personnel.
- Conduct regular site inspections, safety audits, and compliance assessments to identify potential hazards and unsafe practices.
- Review and approve Risk Assessments, Job Safety Analyses (JSA), Method Statements, and other HSE documentation submitted by contractors.
- Monitor and enforce compliance with Permit to Work (PTW) systems, particularly for high-risk construction activities.
- Investigate accidents, incidents, near misses, and dangerous occurrences, ensuring appropriate corrective and preventive actions are implemented.
- Develop and monitor emergency preparedness and response plans, including fire, evacuation, rescue, and other emergency procedures.
- Ensure effective implementation of safety measures for high-risk activities including lifting operations, working at height, excavation, scaffolding, temporary works, and confined spaces.
- Conduct regular HSE meetings, toolbox talks, safety inductions, training sessions, and awareness campaigns.
- Monitor contractors and subcontractors to ensure compliance with project HSE requirements and contractual obligations.
- Prepare and review HSE performance reports, inspection reports, incident statistics, audit findings, and safety KPIs.
- Ensure proper implementation of Environmental Management Plans, waste management procedures, and pollution prevention measures.
- Liaise with Dubai Municipality and other relevant authorities to ensure compliance with applicable HSE regulations and requirements.
- Participate in site meetings, progress reviews, safety campaigns, project audits, and project handover activities.
- Provide technical guidance and promote a strong safety culture across the project, ensuring continuous improvement in HSE performance.
Requirements
- Bachelor’s Degree in Engineering, Occupational Health & Safety, Environmental Science, or a related discipline.
- Minimum 10–15 years of HSE experience in the construction industry.
- Mandatory experience in high-rise tower construction projects in Dubai.
- Minimum 5 years of UAE/GCC experience in construction HSE management is preferred.
- Professional HSE certification such as NEBOSH IGC / NEBOSH Diploma, IOSH, or equivalent is essential.
- Strong knowledge of UAE HSE regulations, Dubai Municipality requirements, international safety standards, and construction safety practices.
- Proven experience in managing HSE teams and coordinating with consultants, contractors, subcontractors, and project management teams.
- Strong knowledge of Risk Assessments, Method Statements, PTW systems, Incident Investigation, Emergency Response, and HSE Auditing.
- Experience in implementing and monitoring ISO 45001 Occupational Health & Safety Management Systems and ISO 14001 Environmental Management Systems.
- Excellent leadership, communication, coordination, and problem-solving skills.
- Ability to review technical HSE documentation, identify potential risks, and implement effective corrective and preventive measures.
- Strong understanding of high-rise construction hazards and the ability to drive a proactive safety culture across large-scale construction sites.
