Job summary

Azizi Developments in Dubai seeks a Senior HSE Engineer to implement, monitor, and improve HSE systems across all construction phases. The role focuses on high-rise safety, regulatory compliance, and continuous improvement of site safety performance.

The ideal candidate has 8–10 years of HSE experience in UAE construction, NEBOSH, and proven leadership in projects exceeding 50 floors. UAE regulations, ISO 45001/14001, and strong communication skills are essential.

Qualifications

• Mandatory high-rise tower construction experience (>50 floors).
• UAE construction experience mandatory.
• NEBOSH certification mandatory.
• Knowledge of UAE HSE regulations and Dubai Municipality requirements.
• Experience with HSE audits, risk assessments, incident investigations.
• Familiarity with ISO 45001 and ISO 14001.
• Strong communication, leadership, and coordination skills.

Responsibilities

• Develop, implement, and monitor project HSE plans, policies, procedures, and safe working practices.
• Ensure compliance with UAE HSE legislation, Dubai Municipality requirements, and applicable international safety standards.
• Conduct regular site inspections, safety audits, and risk assessments to identify hazards and ensure corrective actions are implemented.
• Review and monitor Risk Assessments, Job Safety Analyses, Method Statements, and Permit-to-Work systems.
• Monitor high-risk construction activities, including work at height, lifting operations, scaffolding, and temporary works.
• Investigate accidents, incidents, and near misses, prepare reports, and recommend corrective and preventive actions.
• Conduct HSE inductions, toolbox talks, and safety training for employees, subcontractors, and site personnel.
• Monitor subcontractor HSE performance and ensure compliance with project safety requirements.
• Maintain HSE documentation, inspection reports, incident records, and statutory compliance registers.
• Coordinate with project management, consultants, contractors, and relevant authorities on HSE-related matters.
• Monitor HSE performance indicators and ensure timely closure of corrective and preventive actions.
• Support emergency preparedness, emergency response planning, and safety drills.
• Guide and supervise HSE Officers and other site safety personnel.
• Promote a proactive safety culture and continuous improvement across the project.

As a Senior HSE Engineer, you will be responsible for implementing, monitoring, and improving Health, Safety, and Environmental (HSE) systems throughout all phases of construction. You will ensure compliance with UAE regulations, project HSE requirements, and international safety standards. The ideal candidate must have substantial experience in high-rise building construction, with strong technical knowledge of risk management, site safety, and regulatory compliance.

Requirements

• Minimum 8–10 years of HSE experience in the construction industry.
• Mandatory experience in high-rise tower construction projects exceeding 50 floors.
• Candidates must clearly mention their 50+ floor project experience in their CV, including the project name and number of floors. CVs that do not demonstrate this experience may not be considered.
• UAE construction experience is mandatory.
• NEBOSH certification is mandatory.
• Strong knowledge of UAE construction HSE regulations and Dubai Municipality requirements.
• Experience in HSE audits, risk assessments, incident investigations, and safety management systems.
• Knowledge of ISO 45001 and ISO 14001 standards.
