Job summary

GINCO Cont. Co. LLC is seeking a senior HSE leader in the UAE to develop and govern the comprehensive HSE program for major projects. You will drive risk management, PTW oversight, investigations and regulatory liaison across UAE/GCC sites.

You will lead training campaigns, environmental controls and safety audits, ensuring ISO 45001/14001 alignment and continuous improvement across high-rise towers and infrastructure programs.

Qualifications

• Bachelor’s Degree in Engineering or Occupational Health & Safety.
• NEBOSH International Diploma in Occupational Health & Safety.
• 12+ years of HSE management experience.
• Experience with Tier-1 main contractors in UAE/GCC.

Responsibilities

• Develop, implement and maintain the HSE Plan in line with UAE laws, local municipalities and ISO 45001/14001.
• Lead HIRA and approve AHA and method statements for all site activities.
• Oversee and audit the site-wide PTW system for high-risk operations.
• Direct root-cause investigations for near-misses, incidents and formulate corrective actions.
• Serve as liaison with UAE Civil Defence, MOHRE, Municipalities and OSHAD entities.
• Direct project-wide safety induction programs, specialized HSE training, drills and campaigns.
• Enforce environmental compliance: waste management, chemical storage, noise control and dust suppression.
• Conduct structured safety audits and publish monthly dashboards detailing LTIR, Near Misses and trends.

HSE Strategic Governance

Develop implement and maintain the comprehensive Project HSE Plan in accordance with UAE Federal Laws Local Municipalities and ISO 45001 14001

Risk Assessment HIRA

Lead Hazard Identification and Risk Assessments HIRA and approve Activity Hazard Analyses AHA and method statements for all site activities

Permit to Work PTW Governance

Oversee and audit the site-wide Permit to Work PTW system for high-risk operations hot works confined space lifting deep excavation

Incident Investigation

Direct root-cause investigations for all near-misses dangerous occurrences and incidents formulate corrective actions and statutory reports

Statutory Authority Liaison

Serve as the certified liaison with UAE Civil Defence Ministry of Human Resources and Emiratisation MOHRE Municipalities and OSHAD entities

HSE Training Culture

Direct project-wide safety induction programs specialized HSE training sessions emergency mock drills and behavioral safety campaigns

Environmental Control Governance

Enforce environmental compliance covering construction waste management hazardous chemical storage noise control and dust suppression

Safety Auditing Reporting

Conduct structured project safety audits and publish monthly executive HSE dashboards detailing LTIR Near Misses and safety trends

Essential Qualifications

• Bachelor’s Degree in Engineering or Occupational Health & Safety; NEBOSH International Diploma in Occupational Health & Safety; 12+ years experience.

Preferred Qualifications

• Certified OSHAD Practitioner; Lead Auditor ISO 45001 / ISO 14001; Graduate/Chartered Member of IOSH (GradIOSH/CMIOSH).

Professional Licenses / Certifications

• Valid UAE Driving License.

Required UAE / GCC Construction Experience

• 12–16 years of HSE management experience with Tier-1 main contractors in UAE/GCC handling high-rise towers, gated communities, and major infrastructure.
