Job summary

Azizi Developments, a Dubai-based developer, seeks an experienced HSE Engineer to implement and monitor health, safety, and environmental standards across high-rise tower projects from design to handover.

You will ensure compliance with UAE regulations, coordinate with authorities, and lead training, incident investigations, and emergency planning on site. A NEBOSH IGC and 5–8 years of relevant experience are required.

Qualifications

• Bachelor's degree in Engineering or related field.
• NEBOSH IGC mandatory; IOSH Managing Safely, OSHA 30, or equivalent preferred.
• 5–8 years of HSE experience in construction, with a strong preference for high-rise tower projects in Dubai/UAE.
• Experience with consultancy or supervision firms preferred.
• Sound knowledge of UAE HSE regulations, Dubai Municipality codes, Trakhees, and Estidama requirements.

Responsibilities

• Implement and monitor the HSE Management System, plans, and procedures on site.
• Conduct site inspections, audits, and toolbox talks to identify hazards.
• Investigate incidents and prepare root cause and corrective action reports.
• Enforce permit-to-work systems (hot work, working at height, confined space, lifting).
• Monitor contractor HSE performance and compliance with project safety plans.
• Coordinate with regulatory authorities on inspections and approvals.
• Maintain HSE documentation, KPIs, and reporting for management review.
• Deliver HSE inductions, training, and awareness programs.
• Oversee emergency preparedness and response planning, including drills and evacuations.
• Ensure proper PPE use, scaffolding, lifting ops, and fall protection on high-rise structures.
• Liaise with project management and supervision teams to embed HSE into planning.

As a HSE Engineer you will be responsible for implementing and monitoring health, safety, and environmental standards across high-rise tower construction projects, ensuring full compliance with statutory regulations and company HSE policies from design through handover.

Responsibilities

• Implement and monitor the project HSE Management System, plans, and procedures on site
• Conduct regular site inspections, audits, and toolbox talks to identify and mitigate hazards
• Investigate incidents, near misses, and accidents; prepare root cause analysis and corrective action reports
• Review and enforce compliance with permit-to-work systems (hot work, work at height, confined space, lifting operations)
• Monitor contractor and subcontractor HSE performance and compliance with project-specific safety plans
• Coordinate with Dubai Municipality, Trakhees, Civil Defence, and other regulatory authorities on inspections and approvals
• Maintain HSE documentation, statistics, and KPI reporting (LTI, TRIR, near‑miss trends) for management review
• Conduct HSE inductions, training sessions, and awareness programs for site personnel
• Oversee emergency preparedness and response planning, including drills and evacuation procedures
• Ensure proper use of PPE, safe scaffolding, crane, and lifting operations, and fall protection systems on high‑rise structures
• Liaise with project management, consultants, and supervision teams to embed HSE into planning and execution

Requirements

• Bachelor's degree in Engineering, Occupational Health & Safety, or related field
• NEBOSH IGC (mandatory); IOSH Managing Safely, OSHA 30, or equivalent preferred
• Minimum 5–8 years of HSE experience in construction, with a strong preference for high‑rise tower projects in Dubai/UAE
• Prior experience with consultancy or supervision firms strongly preferred
• Sound knowledge of UAE HSE regulations, Dubai Municipality codes, Trakhees, and Estidama requirements
