Role Purpose

The Senior Commercial Manager will form an integral part of a dedicated Project Management Consultant Team and shall be responsible to lead cost and commercial management activities across QP’s project portfolio.


In this role, as a main responsibility, overseeing the commercial, financial and contract administration function throughout the entire lifecycle of each project. Such responsibilities include ensuring projects meet established client objectives, remain within budget, are completed on time and to the required established quality criteria . The role consolidates QP’s main stakeholder position, contributing to added value, being deployed on mobilised local projects such as API Two Towers (Dubai) and other initiatives entrusted to QP from time-to-time. It is expected that this role builds on established commercial management standards, tools and team capability as the group continues to scale across Malta, the UK, Dubai, Egypt and Libya.


Key responsibilities

Contract and Commercial Management



  • Contract Negotiation and Drafting: Lead the negotiation and drafting of project contracts, including terms, scope, pricing and risk allocation, ensuring alignment with QP’s objectives and legal standards.

  • Contract Administration: Oversee the administration of contracts throughout the project lifecycle, including collating required information, monitoring compliance, managing amendments, and handling any disputes or claims.

  • Claims Management: Manage and resolve contractual claims, ensuring the Client’s and QP’s interests are protected and that claims are settled in a timely and cost-effective manner.

  • Establish and maintain all required records in accordance with QP’s established protocols.


Financial and Cost Management



  • Budget Preparation and Management: Develop and maintain comprehensive project budgets, ensuring accurate forecasting, tracking of expenditures, and adherence to financial targets.

  • Cost Control and Value Engineering: Implement robust cost control measures, conduct value engineering exercises, and identify cost-saving opportunities without compromising on quality or scope.

  • Financial Reporting: Prepare detailed financial reports, including cash flow forecasts, cost-to-complete analyses and profit and loss statements, providing senior management with regular updates on project financial status.


Risk Management



  • Risk Identification and Mitigation: Identify potential commercial risks and opportunities, develop risk mitigation strategies, and ensure that these are effectively communicated and managed across the project team.

  • Contingency Planning: Establish and maintain contingency plans to address potential project challenges, ensuring QP is prepared for unforeseen events.


Client and Stakeholder Management



  • Client Relationship Management: Act as the primary commercial interface with clients, managing expectations, addressing concerns, and ensuring high levels of client satisfaction, while ensuring no single-handed decisions are taken before discussing with the team.

  • Stakeholder Coordination: Collaborate with key stakeholders, including design teams, contractors and regulatory bodies, to ensure seamless project delivery and alignment with commercial goals.


Procurement and Supply Chain Management



  • Procurement Strategy Development: Develop and implement procurement strategies that align with project objectives, ensuring the timely and cost-effective sourcing of goods and services.

  • Supplier and Subcontractor Management: Oversee the selection, negotiation and management of suppliers and subcontractors, ensuring compliance with contractual obligations and project specifications.


Team Leadership and Development



  • Team Leadership: Lead, mentor and contribute within a team of project delivery professionals, fostering a culture of collaboration, innovation and excellence.

  • Performance Management: Conduct regular performance reviews, provide constructive feedback, and implement development plans to enhance team capabilities and career progression.


Quality Assurance and Compliance



  • Quality Control: Ensure all commercial processes and outputs meet the required quality standards and align with project specifications and client expectations.

  • Compliance Oversight: Ensure that all commercial activities comply with relevant legal, regulatory and company requirements, including health and safety regulations.


Reporting and Documentation



  • Documentation Management: Ensure that all commercial documents, including contracts, financial reports and correspondence, are accurately prepared, maintained and archived in accordance with QP’s protocols and policies.

  • Executive Reporting: Provide senior management, Project Directors, the CFO and other stakeholders with regular progress reports on the commercial performance of projects, including financial health, risk status and contractual matters.


Strategic Planning and Business Development



  • Commercial Strategy Development: Contribute to the development of QP’s commercial strategy, identifying new opportunities for growth and ensuring alignment with broader business objectives.

  • Market Analysis: Conduct market analysis to stay informed of industry trends, competitor activities and potential business opportunities, advising senior management on strategic decisions.


Continuous Improvement



  • Process Improvement: Continuously review and improve commercial processes, systems and tools to enhance efficiency, reduce costs and improve overall project delivery.

  • Innovation and Best Practices: Stay abreast of industry best practices and innovations, implementing new approaches that drive value for QP and its clients.


What You Bring

Qualifications


  • Degree in Quantity Surveying, Commercial Management, Construction Economics or a related field.

  • MRICS or an equivalent professional accreditation preferred.


Experience


  • Minimum 8–10 years in cost/commercial management within architecture, engineering, construction or project management consultancy.

  • Experience working across multiple jurisdictions, ideally spanning the GCC and Europe/MENA.

  • Hands-on experience administering FIDIC (or equivalent) contracts.

  • Track record managing commercial matters on projects of a scale and type comparable to QP’s portfolio, including high-rise and hospitality.


Skills & Competencies


  • Strong commercial and financial acumen, with sound judgement on risk and exposure.

  • Confident contract negotiation and dispute management skills.

  • Proficiency in cost management/ERP tools and advanced Excel.

  • Clear written and verbal communication in English; Arabic is an advantage.

  • Ability to work effectively across time zones, cultures and regulatory environments.

  • Discretion and integrity, given regular exposure to sensitive commercial and contractual information.
