Position Overview

Senior Quantity Surveyor - Villas and Buildings in Dubai, United Arab Emirates is a senior Construction opportunity focused on cost management, quantity verification, contract administration, payment certification, variations, claims, and final accounts. Parsons Corporation is hiring an experienced commercial professional to represent the client across villa developments, residential communities, buildings, and mixed‑use projects under FIDIC or comparable bespoke contracts.

Key Responsibilities
  • Manage pre‑contract and post‑contract quantity surveying activities for villas, residential buildings, and mixed‑use development packages.
  • Prepare, review, and update Bills of Quantities in accordance with drawings, specifications, and approved measurement principles.
  • Develop and maintain project budgets, cost estimates, cash flow forecasts, and periodic commercial reports.
  • Verify completed quantities through site inspections, drawings, records, and joint measurement exercises.
  • Check and record measured work completed by contractors and consultants.
  • Review contractors' and consultants' interim payment applications.
  • Verify supporting records and prepare recommendations for payment certification.
  • Issue or review payment certificates in accordance with contract conditions and verified progress.
  • Assess variation proposals, including prime cost item and provisional sum adjustments.
  • Prepare detailed quantity take‑offs, rate analyses, estimates, and commercial recommendations for changed work.
  • Review contractor and consultant claims for additional payment.
  • Evaluate Extension of Time claims in coordination with the planning engineer and Project Manager.
  • Review entitlement, supporting records, programme impact, and financial consequences before making recommendations.
  • Participate in claim negotiations and prepare commercial settlement proposals.
  • Monitor forecast final cost and identify potential overruns, unresolved changes, and emerging commercial risks.
  • Maintain expenditure records, payment logs, variation registers, claims records, and contractual correspondence.
  • Confirm that contractor and consultant insurances, bonds, guarantees, and securities comply with contract requirements.
  • Review construction contracts, commercial documents, technical specifications, and drawings for completeness and consistency.
  • Identify missing contractual information, ambiguous provisions, and potential financial exposure.
  • Advise project leadership on contractor and consultant resource allocation where it affects cost or progress.
  • Ensure valuations are submitted promptly and supported by complete documentation.
  • Attend site visits, commercial meetings, progress reviews, and claims discussions as directed.
  • Prepare financial statements and commercial inputs for monthly project reports.
  • Coordinate and monitor the activities of assigned quantity surveying personnel.
  • Guide team members on measurement, valuation, reporting, and contract administration procedures.
  • Support project closeout and prepare contractor and consultant final accounts.
  • Reconcile variations, claims, retention, provisional sums, prime cost items, and outstanding commercial adjustments.
  • Perform additional commercial and contractual duties associated with the assigned project.
Ideal Profile
  • Bachelor's degree in Quantity Surveying, Civil Engineering, or a closely related discipline.
  • Between 10 and 15 years of relevant quantity surveying and commercial management experience.
  • Strong experience delivering villa, residential building, community, or mixed‑use projects in the UAE.
  • Previous work experience in Dubai is advantageous.
  • Detailed knowledge of pre‑contract and post‑contract administration.
  • Proven experience with remeasurement and lump‑sum contracts.
  • Strong understanding of FIDIC and comparable bespoke contract conditions.
  • Demonstrated capability in Bills of Quantities, estimates, valuations, variations, claims, and final accounts.
  • Ability to interpret commercial documents, engineering drawings, architectural plans, and technical specifications.
  • Experience working with reputable consultants, PMC organisations, or major contractors.
  • Practical background reviewing consultant and contractor payment applications.
  • Experience evaluating Extension of Time and additional payment claims.
  • Knowledge of prime cost items, provisional sums, retention, insurance, bonds, guarantees, and project closeout.
  • Strong numerical, analytical, negotiation, and cost‑reporting capabilities.
  • Ability to lead quantity surveying personnel and coordinate commercial workloads.
  • Excellent written and spoken English.
  • Strong report‑writing, presentation, stakeholder management, and commercial communication skills.
