Job summary

Egis is seeking an experienced Senior Quantity Surveyor (Pre‑Contract) to join our Dubai team. You will lead pre‑contract cost management, develop cost plans, and drive tender activities from concept through to contract award on major construction projects.

You will bring 7–10 years’ GCC/UAE experience, MRICS or active progression, and a strong grasp of cost planning, reporting, and procurement strategies to support informed client decisions.

Responsibilities

  • Lead pre‑contract cost management from concept to contract award.
  • Prepare feasibility studies, order‑of‑magnitude estimates, and cost plans at all design stages.
  • Produce cost plans and tender reports with clear movements, assumptions, exclusions, and risk allowances.
  • Develop cost databases and benchmarking data for GCC market rates.
  • Advise on procurement strategy and contracts (FIDIC, NEC3/4, bespoke).
  • Prepare tender documentation and manage end‑to‑end tender process.
  • Mentor junior quantity surveyors and support continuous improvement of processes.
  • Ensure pre‑contract deliverables comply with UAE regulations and HSE standards.

We are seeking an experienced Senior Quantity Surveyor (Pre‑Contract) to join our growing team in Dubai. The ideal candidate will have extensive pre‑contract experience across major construction and infrastructure projects, with strong competency in cost planning and the ability to lead estimating, procurement, and tendering activities from concept through to contract award. You will be responsible for producing cost plans and submitting cost reports at each design stage, ensuring clients have accurate, up‑to‑date commercial information to support decision‑making throughout design development.

Key Accountabilities
  • Lead pre‑contract cost management responsibilities, taking ownership of service delivery from concept through to contract award
  • Prepare feasibility studies, order‑of‑magnitude estimates, and detailed cost plans at all design stages, providing clients with reliable, decision‑ready cost advice
  • Prepare and submit cost plan reports at each design stage (concept, schematic, detailed design, and tender), clearly presenting cost movements, assumptions, exclusions, and risk allowances to the client
  • Develop and maintain cost databases and benchmarking data, applying a strong understanding of current GCC market rates, regional pricing trends, and local supply chain dynamics
  • Produce Bills of Quantities, pricing documents, and schedules of rates in accordance with recognised standard methods of measurement (POMI, NRM, CESMM)
  • Advise clients on procurement strategy and contract selection, including single and two‑stage tendering and the appropriate use of standard forms of contract (FIDIC, NEC3/4, and bespoke forms)
  • Prepare tender documentation, manage the tender process end to end, and lead pre‑qualification of contractors and consultants
  • Evaluate tender submissions, conduct commercial negotiations and clarifications, and prepare detailed tender reports with clear recommendations to support award decisions
  • Drive value engineering and cost optimisation exercises with design teams, enhancing value without compromising quality or programme
  • Undertake cost‑in‑use and whole life cycle costing studies to inform design and investment decisions
  • Identify, assess, and advise on commercial and financial risks, developing mitigation strategies and appropriate contingency allowances
  • Manage design development against approved budgets, reporting cost movements at each stage and advising on corrective actions to maintain financial control
  • Support the drafting and finalisation of contract documents, ensuring clarity of scope, pricing, and risk allocation ahead of execution
  • Interface with clients, design consultants, contractors, and other stakeholders at all project stages, building trust and enhancing the firm’s reputation
  • Ensure all pre‑contract deliverables comply with UAE regulations, client governance requirements, and health, safety, and environmental standards
  • Where appropriate, lead and mentor junior quantity surveyors, ensuring quality of delivery and fostering a collaborative team environment
  • Capture lessons learned and contribute to continuous improvement of estimating and procurement processes across the business
Qualifications
  • Degree qualified in Quantity Surveying, Commercial Management, or a similar discipline
  • Professionally qualified (MRICS or similar) or actively working towards chartered status
  • Minimum 7–10 years' experience in similar roles, with a strong pre‑contract focus
  • Prior UAE / GCC experience is essential; prior consultancy experience is strongly preferred
  • Demonstrated competency in cost planning and estimating, with a thorough understanding of GCC market rates and regional cost benchmarks
  • Proven experience preparing and presenting stage cost plans and cost reports to clients throughout design development
  • A proven track record of delivering high‑quality cost management / quantity surveying services on projects of significant size and value
  • Good knowledge of construction industry technical matters, including procurement routes, value management, and value engineering
  • Knowledge of CostX (or similar estimating software) and BIM preferred
  • Excellent commercial negotiation, analytical, and report‑writing skills
  • Strong communication and stakeholder management abilities, with a self‑motivated, client‑focused approach
