The role combines client management, commercial oversight, team leadership, payment certification, variation assessment, budget control, risk management, negotiations, funder advisory, and final account delivery across a diverse project portfolio.

Context

The Senior Quantity Surveyor will lead post‑contract cost management assignments and act as the primary commercial contact for clients across small and medium‑sized projects. The position is responsible for maintaining financial control from contract award through project completion while ensuring that valuations, variations, claims, forecasts, risks, and final accounts are managed accurately and transparently. Working across a portfolio of complex developments, the role will coordinate resources, define team responsibilities, monitor performance, and protect client budgets through timely commercial advice. The successful candidate will also contribute to funder advisory services, quality assurance, benchmarking, internal reporting, and the development of junior quantity surveying professionals.

Key Responsibilities
  • Lead post‑contract cost consultancy services for luxury residential, commercial, hospitality, and mixed‑use projects.
  • Act as the principal client contact for assigned small and medium‑sized developments.
  • Manage interim valuations and prepare or review payment certifications in accordance with contract requirements.
  • Assess contractor variations, verify supporting records, and negotiate fair commercial outcomes.
  • Track approved budgets, commitments, forecast costs, cash flow, and anticipated final expenditure.
  • Produce detailed monthly cost reports that clearly explain movements, risks, liabilities, and potential savings.
  • Support claim avoidance by identifying contractual issues early and recommending practical mitigation measures.
  • Review commercial claims, assess entitlement, analyse cost impact, and prepare evidence‑based recommendations.
  • Lead negotiations involving variations, rates, settlements, and final account agreements.
  • Manage the preparation, review, and closure of project final accounts.
  • Provide cost and commercial support across a wider portfolio of client projects.
  • Develop project delivery plans and allocate resources according to scope, complexity, programme, and budget.
  • Brief team members on project requirements so that individual responsibilities and reporting expectations are clearly understood.
  • Coordinate quantity surveying resources across one major assignment or several concurrent smaller projects.
  • Monitor project performance and ensure all deliverables are completed within agreed budgets and deadlines.
  • Oversee the production of funder advisory reports, monitoring updates, and supporting commercial documentation.
  • Review project risks and maintain accurate commercial risk registers and mitigation actions.
  • Ensure cost management procedures, internal controls, and quality assurance requirements are consistently followed.
  • Lead benchmarking exercises, cost data collection, and internal performance reporting.
  • Supervise junior quantity surveyors and provide technical guidance on measurement, valuation, contracts, and reporting.
  • Support graduate development activities and contribute to structured professional training where required.
  • Set performance expectations for direct reports and provide regular feedback, coaching, and development support.
  • Escalate significant cost, contractual, programme, or commercial concerns to senior leadership and clients.
  • Attend client, contractor, design, progress, and commercial meetings as the cost management representative.
Ideal Profile
  • Bachelor's degree in Quantity Surveying, Engineering, Construction Management, or another construction-related discipline.
  • Chartered membership of the Royal Institution of Chartered Surveyors.
  • Minimum 8–10 years of post‑graduate quantity surveying or cost consultancy experience.
  • At least 4–5 years of relevant professional experience in the Middle East.
  • Strong background in post‑contract cost management and consultancy services.
  • Demonstrated experience across luxury residential, commercial, hospitality, or mixed‑use developments.
  • Proven capability in payment certification, variation assessment, budget tracking, cost reporting, claims management, and final accounts.
  • Experience managing several projects or a major multidisciplinary assignment.
  • Ability to act as the primary commercial contact for clients and communicate complex cost information clearly.
  • Sound knowledge of construction contracts, commercial procedures, valuation principles, and contractual entitlement.
  • Strong negotiation skills with the ability to resolve commercial issues professionally.
  • Experience leading, mentoring, and evaluating quantity surveying team members.
  • Ability to plan resources, delegate assignments, and maintain delivery standards across competing priorities.
  • Advanced numerical, analytical, reporting, and commercial decision‑making skills.
  • Strong attention to quality control, governance, and procedural compliance.
  • Confident written and verbal communication with clients, consultants, contractors, and senior stakeholders.
  • Availability to attend in‑person Day1 onboarding at an AECOM office.
