Context
The Quantity Surveying Manager - Projects will lead project cost management from early design and feasibility through tendering, construction and final completion. Acting as a senior commercial advisor to the Director - Projects, the role will ensure that budgets, contracts, claims, valuations and cost forecasts remain accurate, controlled and aligned with organizational objectives.
The position will oversee commercial governance across multiple or high-value projects, identify financial and contractual risks and guide stakeholders toward informed decisions. The role also includes responsibility for developing quantity surveying team members and maintaining consistent commercial practices across the project portfolio.
Key Responsibilities
- Lead cost planning and commercial management across design, tender and construction stages.
- Prepare comprehensive project budgets, cost plans and financial control frameworks.
- Monitor expenditure and produce accurate cost-to-completion forecasts.
- Identify potential cost overruns and implement practical mitigation measures.
- Drive value engineering initiatives without compromising operational or design requirements.
- Oversee the preparation, review and validation of Bills of Quantities.
- Review detailed quantity take-offs, cost estimates and pricing assumptions.
- Provide commercial input into project feasibility studies and investment decisions.
- Lead the commercial components of project procurement strategies.
- Review tender documentation, pricing schedules and contract structures.
- Evaluate contractor and supplier bids from a commercial and risk perspective.
- Prepare recommendations for contractor selection and contract award.
- Support negotiations covering pricing, terms, risk allocation and commercial obligations.
- Administer contracts throughout the project lifecycle.
- Manage variations, claims, disputes and other contractual matters.
- Review contractor submissions, payment applications and interim valuations.
- Verify that commercial submissions comply with contractual requirements.
- Lead negotiations with contractors, consultants and vendors.
- Maintain strong controls over commercial risk and contractual exposure.
- Conduct periodic site visits to validate progress and completed work.
- Confirm that delivered work aligns with contract documents and specifications.
- Verify measured quantities before payment certification.
- Prepare detailed cost reports, cash flow forecasts and variance analysis.
- Present project commercial performance, risks and recommendations to senior stakeholders.
- Advise the Director - Projects on emerging cost, contract and procurement issues.
- Ensure project decisions remain aligned with company financial objectives.
- Coordinate with Project Management, Finance, Procurement, Legal and Contracts teams.
- Act as the primary commercial interface with contractors and consultants.
- Standardize cost reporting, vendor management and commercial controls across projects.
- Complete additional commercial responsibilities assigned by management.
People Management
- Establish clear objectives and performance indicators for quantity surveying team members.
- Align individual targets with departmental and organizational priorities.
- Provide regular coaching, mentoring and technical guidance.
- Monitor performance against agreed KPIs and project deliverables.
- Address capability gaps and support targeted professional development.
- Guide team members through complex commercial and contractual matters.

Ideal Profile
- Bachelor's degree in Quantity Surveying, Civil Engineering or a related discipline.
- Master's degree in Quantity Surveying, Construction Management or Business Administration is preferred.
- Ten to fifteen years of experience in quantity surveying or project cost management.
- Proven experience managing multiple projects or large‑scale developments.
- Experience supporting retail fit‑out projects is an advantage.
- Strong background in project cost planning, estimation and financial control.
- Advanced understanding of Bills of Quantities and quantity take‑offs.
- Practical experience with tender evaluation, procurement and contractor selection.
- Strong knowledge of FIDIC contracts or other recognized standard contract forms.
- Demonstrated expertise in contract administration, variations and claims management.
- Experience handling disputes and leading commercial negotiations.
- Strong understanding of interim valuations and payment certification.
- Ability to prepare reliable cash flow forecasts and variance reports.
- Commercial awareness with strong risk identification and mitigation skills.
- Confident communication with senior management, contractors and consultants.
