Job summary

AECOM Middle East Ltd in Dubai seeks a Manager - Bid Proposals to manage end-to-end bid processes for major infrastructure projects. You will lead proposal development and strategy, ensuring alignment with senior leadership while managing complex bids across various stakeholders.

Qualifications

• Strong experience in bid management, proposal development, or business development within infrastructure projects.
• Proven ability to manage complex bids and coordinate across multiple stakeholders.
• Experience preparing both technical and commercial proposals.
• Strong understanding of tendering processes, cost estimation, and contract requirements.
• Excellent communication, leadership, and presentation skills.
• Ability to work under pressure and manage multiple deadlines.

Responsibilities

• Lead the complete bid process, including opportunity evaluation, proposal development, and submission.
• Develop technical and commercial proposals for civil infrastructure projects across the Middle East.
• Define winning strategies in collaboration with senior leadership and ensure alignment in all submissions.
• Review tender documents, drawings, and client requirements to prepare accurate proposals.
• Coordinate with discipline leads to develop cost estimates, resource plans, and delivery schedules.
• Conduct market research to identify new business opportunities and growth areas.
• Ensure prequalification requirements and vendor registrations are completed on time.
• Prepare presentations and reports for internal approvals and client submissions.
• Participate in go or no-go decisions and support bid strategy development.
• Oversee subcontractor engagement, including obtaining quotations and negotiating terms.
• Ensure compliance with company policies, governance processes, and risk management requirements.
• Maintain accurate records and update CRM systems, including Salesforce entries.
• Present proposals to internal risk committees for approvals on high-value pursuits.
• Monitor deadlines and ensure timely delivery of all proposal documentation.
• Mentor and guide junior team members in proposal development and bid management.
