Role Context: The Assistant Resident Engineer – Roads will provide site leadership across major road and infrastructure packages while supporting the Resident Engineer with technical supervision, contract administration, quality monitoring, and progress control. The position requires close coordination with contractors, consultants, inspectors, surveyors, material testing teams, and project stakeholders. The role contributes directly to construction quality, contractual compliance, traffic infrastructure performance, public safety, and timely project completion. The successful candidate will also deputise for the Resident Engineer when required and maintain continuity in site decision‑making and project administration.
Key Responsibilities
- Assist the Resident Engineer with the daily administration and supervision of road, highway, and general infrastructure works.
- Deputise for the Resident Engineer when assigned and maintain effective site leadership during their absence.
- Apply the technical, contractual, and administrative requirements contained in the approved contract documents.
- Supervise contractor activities to ensure construction and operational requirements are delivered in accordance with drawings, specifications, method statements, and quality plans.
- Participate in contract administration, correspondence review, technical clarification, and resolution of site‑related issues.
- Review contractor submissions including shop drawings, material approvals, method statements, inspection requests, work programmes, and technical proposals.
- Provide clear on‑site direction and issue instructions within the delegated contractual authority.
- Coordinate and supervise inspectors responsible for civil, road, drainage, utility, structural, and associated infrastructure activities.
- Verify completed quantities and measurements used for progress assessments and contractor payment applications.
- Monitor excavation, earthworks, subgrade preparation, pavement layers, asphalt works, drainage systems, utilities, road furniture, and related construction activities.
- Inspect materials and workmanship to confirm compliance with project specifications and approved samples.
- Observe site safety practices and immediately raise concerns regarding hazardous conditions or non‑compliant activities.
- Monitor construction progress against the approved programme and identify delays, resource constraints, and sequencing conflicts.
- Maintain accurate progress records, site instructions, inspection findings, photographs and correspondence.
- Prepare daily, weekly and monthly progress reports for engineering and project management review.
- Support the evaluation of variations, additional works, technical claims and construction‑related contractual matters.
- Coordinate with survey teams to verify levels, alignments, dimensions, boundaries and completed works.
- Review testing results and coordinate corrective action where materials or workmanship fail to meet requirements.
- Confirm that non‑conforming work is properly recorded, investigated, rectified and closed.
- Review as‑built drawings to ensure they accurately represent completed road and infrastructure installations.
- Attend progress, technical, quality, safety and coordination meetings with contractors and stakeholders.
- Promote timely resolution of technical conflicts that could affect project cost, quality or schedule.
- Ensure records and reports are complete, traceable and suitable for project hand‑over and future maintenance activities.
Ideal Profile
- Bachelor’s degree in Civil Engineering from a recognised institution.
- Minimum 10 years of post‑graduate experience in site supervision and construction management.
- Demonstrated UAE experience supervising major road, highway, community development or general infrastructure projects.
- Strong practical knowledge of roadworks, pavement construction, drainage, utilities, earthworks, traffic infrastructure and associated civil works.
- Proven ability to administer contract requirements and understand the relationships between clients, consultants, contractors and authorities.
- Experience reviewing technical submissions, contractor proposals, inspection requests, construction programmes and as‑built documentation.
- Ability to lead site inspection personnel and coordinate multidisciplinary supervision activities.
- Sound understanding of measurement procedures, progress verification, variation assessment and construction reporting.
- Strong awareness of quality assurance, material control, testing requirements and non‑conformance management.
- Ability to identify safety risks and enforce project‑specific health, safety and environment requirements.
- Excellent written and spoken English with the ability to prepare clear technical correspondence and management reports.
- Strong computer literacy and confidence using engineering, document management, reporting and construction‑related software.
- Effective decision‑making skills with the ability to resolve site issues while protecting contractual and technical requirements.
- Previous experience on major infrastructure projects in Dubai or elsewhere in the United Arab Emirates is highly desirable.
