What You 'll Be Doing

• Lead the construction supervision team responsible for infrastructure works on a community development project in Dubai.
• Manage the engineering scope, schedules, change management activities, and closeout requirements for assigned project elements.
• Monitor construction progress against schedule and budget requirements and identify changes in project scope.
• Coordinate with government authorities and agencies to obtain required approvals and facilitate the handover of project works and services.
• Interface with contractors and subcontractors to support compliance with contractual requirements and agreed deliverables.
• Review completed work to confirm compliance with applicable codes, standards, procedures, and project quality requirements.
• Review and approve change orders and communicate approved changes to project management and other affected personnel.
• Manage client expectations and provide periodic updates on construction and project progress.
• Maintain close liaison with relevant authorities to support smooth project execution, commissioning, approvals, and final handover.
• Help ensure Parsons ' contractual rights and obligations are properly fulfilled throughout project delivery.

Required Skills and Experience

• Bachelor 's degree in Civil or Structural Engineering from a recognized university.
• Minimum 20 years of overall experience in construction supervision of infrastructure projects, including roads and utilities, within the UAE.
• Recent and substantial experience with community development projects is required, preferably in Dubai.
• Knowledge of NOC procedures, commissioning requirements, and government authority specifications and procedures within the Emirate of Dubai.
• Strong technical knowledge of relevant engineering standards and codes.
• Knowledge of construction health, safety, and environmental requirements.
• Good computer skills and proficiency with software relevant to the field.
• Strong written and spoken communication skills.
