Role Context
The Resident Engineer will direct Package 2B of a Roadside Dynamic Information System project. The contractor 's scope includes dynamic message signs, supporting structures, associated works, and integration with the Central ITS Management System. Success requires close control of design and build interfaces, site resources, authority coordination, safety, quality, budget, and schedule.
Key Responsibilities
- Direct daily construction supervision and monitor progress against the approved program.
- Lead specialists, engineers, inspectors of works, and quantity surveyors assigned to the package.
- Coordinate the detailed design, procurement, installation, testing, and commissioning of dynamic message signs.
- Oversee the construction and installation of sign gantries, foundations, mounting structures, cabling, and associated works.
- Monitor integration of roadside equipment with the Central ITS Management System.
- Ensure that activities satisfy contract requirements, technical standards, quality expectations, and project milestones.
- Review and approve technical submissions, shop drawings, method statements, and related contractor documentation.
- Evaluate constructability and proposed technology deployment before implementation at the site.
- Coordinate contractors and interfacing construction teams to maintain uninterrupted project execution.
- Manage health and safety requirements and environmental protection measures throughout construction.
- Review technical and financial proposals and provide clear recommendations to the client.
- Identify construction, integration, commercial, and schedule risks and implement appropriate mitigation measures.
- Resolve technical challenges through timely engineering decisions and practical site solutions.
- Coordinate with the client, project management consultant, contractor, utility providers, and relevant authorities.
- Maintain effective communication across internal teams and external stakeholders.
- Track resource deployment and verify that staffing and equipment support the planned schedule.
- Monitor project costs and progress while protecting quality and completion objectives.
- Support statutory approvals, permits, consents, and licensing requirements.
- Prepare reliable reports on progress, risks, technical matters, financial issues, and required decisions.
Ideal Profile
Applicants must hold a bachelor 's degree in civil engineering or a related discipline from an accredited university. At least ten years of post-graduate experience is required, including seven years in a managerial or technical leadership position on major infrastructure projects in the United Arab Emirates. Candidates should have proven design and build project experience and the ability to assess technical proposals, financial submissions, constructability, and technology deployment. Previous responsibility for health, safety, and environmental performance on complex infrastructure or deep underground works is also required. The successful candidate must understand Dubai and United Arab Emirates regulations and be capable of coordinating with statutory authorities. Fluency in written and spoken English is essential, while Arabic language ability will be advantageous. Applicants must already be present in the United Arab Emirates and available for an in-person interview.
