Overview
Resident Engineer – Community Infrastructure in Dubai, United Arab Emirates is a Civil Engineering leadership opportunity focused on construction supervision, authority coordination, contract compliance, and delivery control for roads, utilities, pumping stations, and community development infrastructure projects.
This role requires a senior civil engineering professional with strong Dubai project experience, solid knowledge of NOC procedures, and the ability to manage multidisciplinary site supervision teams while maintaining quality, safety, schedule, and client expectations.
Estimated salary range: 32,000 – 48,000 USD.
Key Responsibilities
- Manage the engineering scope, construction supervision activities, schedules, change control, and closeout requirements for assigned project elements.
- Monitor project progress against approved schedule and budget requirements, identifying risks, delays, and required corrective actions.
- Identify, document, and communicate changes in project scope to the relevant project management and client teams.
- Coordinate with Dubai authorities, government agencies, and service providers for NOC procedures, approvals, inspections, commissioning, clearances, and final handover.
- Interface with contractors and subcontractors to ensure compliance with contract requirements, technical deliverables, quality procedures, and site instructions.
- Review work outputs to confirm that applicable codes, standards, specifications, and procedures are followed.
- Review and approve change orders within assigned authority and notify affected personnel of approved changes.
- Manage client expectations by providing clear progress updates, issue tracking, and practical delivery recommendations.
- Liaise with authorities to support smooth execution, service coordination, commissioning activities, and handover of project assets.
- Ensure that Parsons' contractual rights, obligations, and responsibilities are protected and fulfilled.
- Coordinate construction supervision teams across roads, utilities, pumping stations, and community development works.
- Support resolution of technical, contractual, coordination, and stakeholder-related issues affecting project delivery.
- Guide engineers, inspectors, and site personnel to maintain consistent standards in reporting, quality monitoring, and safety compliance.
- Promote health, safety, and environmental awareness across construction activities.
- Mentor staff, encourage teamwork, and maintain effective communication between all project stakeholders.
Ideal Profile
- Degree in Civil Engineering from a recognized university.
- Minimum 15 years of overall experience in construction supervision of infrastructure and community development projects.
- Strong experience in roads, utilities, pumping stations, and related infrastructure works.
- Recent and substantial community development project experience is required, preferably in Dubai.
- Good knowledge of Dubai NOC procedures, commissioning processes, government authority specifications, and authority approval procedures.
- Strong technical understanding of civil engineering standards, construction codes, project specifications, and infrastructure delivery methods.
- Experience managing consultant‑side construction supervision teams on major infrastructure projects.
- Ability to coordinate effectively with clients, contractors, subcontractors, authorities, agencies, and project stakeholders.
- Good written and spoken communication skills with the ability to manage technical discussions and formal project correspondence.
- Strong computer skills with proficiency in relevant engineering, documentation, reporting, and project management software.
- Knowledge of construction health, safety, and environmental requirements.
- Excellent interpersonal skills with the ability to mentor staff, support teamwork, and maintain coordination across a dynamic project environment.
