This role is a site-based quantity surveying professional supporting measurement, payment certification, variations, claims, cost control, contract records, and final account activities on major infrastructure projects. It is suited to a detail-focused commercial specialist with knowledge of roads, bridges, tunnels, utilities, RTA, DM, DEWA procedures, and Dubai construction market rates.
Key Responsibilities
- Carry out joint measurement of executed works with the contractor quantity surveying team on site.
- Verify quantities submitted in contractor monthly Interim Payment Applications against drawings, BoQ, site records, and approved work status.
- Apply the project method of measurement, including POMI, CESMM, SMM7, or equivalent standards, consistently and contract‑compliant.
- Prepare Interim Payment Certificates with accurate measurement back‑up and supporting documentation.
- Assist in evaluating variation submissions, site instructions, engineer instructions, and change‑related commercial impacts.
- Prepare detailed take‑offs, rate build‑ups, cost estimates, and pricing support for variations.
- Maintain the Variation Register with updated status, supporting records, pricing details, approvals, and pending actions.
- Coordinate with the contractor QS team to clarify measurement, pricing, valuation, and supporting document queries.
- Assist in reviewing contractor claims for additional payment and Extension of Time.
- Compile contemporaneous records, site diaries, progress information, inspection details, and supporting data for claims assessment.
- Prepare draft claim responses, commercial analyses, and assessment notes for review by the Senior Quantity Surveyor.
- Maintain trackers for BoQ utilization, provisional sums, prime cost items, dayworks, contingencies, and related cost allowances.
- Support preparation of monthly cost reports, cash flow forecasts, and Anticipated Final Cost reports.
- Highlight cost overruns, BoQ exhaustion, commercial risks, and possible budget impacts to the Senior Quantity Surveyor.
- Maintain complete records of correspondence, notices, instructions, approvals, and contract‑related communications.
- Track contractual notices, time bars, submission deadlines, and key commercial dates under the Conditions of Contract.
- Verify that contractor insurances, bonds, guarantees, and required commercial documents remain valid and properly filed.
- Review commercial aspects of subcontractor and supplier submissions when required.
- Cross‑check payments to nominated subcontractors as reflected in contractor Interim Payment Applications.
- Conduct regular site visits to measure and record works in progress, including roadworks, structures, bridges, tunnels, utilities, and associated civil infrastructure.
- Maintain accurate measurement books, site instruction registers, daywork records, and site commercial files.
- Coordinate with site engineers and inspectors to confirm quantity status and quality compliance before measurement approval.
- Assist in preparing the final account, including variations, claims, adjustments, measurement summaries, and supporting schedules.
- Prepare measurement sheets, back‑up documentation, and commercial records required for the final statement.
- Support retention release and Defects Liability Period commercial matters.
- Report daily commercial activities, pending issues, and measurement progress to the Senior Quantity Surveyor.
- Attend site measurement meetings, commercial review meetings, and coordination discussions as required.
- Prepare weekly and monthly commercial update inputs for Resident Engineer reports.
Ideal Profile
- Bachelor’s degree in Quantity Surveying, Civil Engineering, or an equivalent discipline.
- Minimum 10 years of postgraduate experience in quantity surveying, contract administration, cost control, measurement, or commercial project support.
- At least 7 years of experience on infrastructure projects such as roads, bridges, tunnels, utilities, transport networks, or major civil works.
- Minimum 4 years of UAE or GCC experience in construction, infrastructure, or consultancy project environments.
- Strong knowledge of methods of measurement including POMI, CESMM, SMM7, or equivalent standards.
- Practical understanding of RTA, DM, and DEWA commercial procedures.
- Good awareness of current Dubai construction market rates, infrastructure pricing, and rate build‑up methods.
- Strong measurement and quantity take‑off skills from drawings, BoQ items, site records, and completed works.
- Advanced Microsoft Excel skills for commercial trackers, payment reviews, cost reports, and measurement schedules.
- Working knowledge of CCS Candy, CostX, AutoCAD, or similar tools used for take‑offs and commercial review.
- Good technical report writing skills for payment assessments, claims support, cost reports, and commercial summaries.
- Strong attention to detail when checking quantities, contract records, payment applications, claims, and variation documentation.
- Effective communication skills for working with contractors, consultants, site engineers, planning teams, design teams, and client representatives.
- Ability to work in a site‑based role with disciplined record keeping, reliable follow‑up, and clear commercial reporting.
- Professional approach to contractual matters, confidentiality, payment accuracy, and stakeholder coordination.
