Job summary

Parsons is seeking a Quantity Surveyor for Infrastructure Contracts in Dubai, UAE. The role involves managing commercial and cost-control activities across major Civil Engineering projects, including interim valuations, variations, contractor claims, and final accounts.

Responsibilities

  • Support the Commercial Manager with financial and contractual matters throughout project delivery.
  • Attend commercial and progress meetings and help prepare accurate meeting records.
  • Review monthly payment applications for completeness and contractual compliance.
  • Assist in evaluating work completed and finalizing payment certificates.
  • Measure completed construction activities and maintain auditable quantity records.
  • Advise engineering teams on measurement methods and quantities.
  • Maintain cost, quantity, payment, variation, and claim documentation.
  • Prepare variation orders and assess their financial and contractual implications.
  • Review contractor claims and determine entitlement under the contract.
  • Advise on commercial issues linked to construction activities.
  • Ensure financial submissions satisfy contractual requirements.
  • Track resource allocation impacting valuation, productivity, or claims.
  • Prepare financial statements and cost information for monthly reports.

Role Context

Working within the project commercial team, the Quantity Surveyor will safeguard accurate financial administration throughout the construction lifecycle. The role supports the Commercial Manager, Senior Quantity Surveyor, Resident Engineer, and client representatives by maintaining reliable cost records and assessing contractor submissions against contractual entitlements.

Key Responsibilities
  • Support the Commercial Manager with financial and contractual matters throughout project delivery.
  • Attend commercial and progress meetings and help prepare accurate meeting records.
  • Review contractors ' monthly payment applications for completeness and contractual compliance.
  • Assist the Senior Quantity Surveyor in evaluating work completed and finalizing payment certificates.
  • Measure completed construction activities and maintain auditable quantity records.
  • Advise engineering teams on measurement methods and the calculation of interim and final quantities.
  • Maintain organized cost, quantity, payment, variation, and claim documentation.
  • Assess and recommend unit rates for new or modified work items.
  • Verify day-work records and monitor their supporting labor, plant, and material details.
  • Prepare variation orders and evaluate their financial and contractual implications.
  • Review contractor claims and assist in determining entitlement under the contract.
  • Advise the Senior Resident Engineer and Resident Engineers on commercial issues linked to construction activities.
  • Confirm that financial submissions satisfy all applicable contractual requirements.
  • Track contractor resource allocation where it affects valuation, productivity, or claims.
  • Prepare financial statements and cost information for monthly project reports.
  • Participate in audits of contractor payments and supporting records.
  • Monitor forecasts of the final contract cost and highlight emerging commercial risks.
  • Support claim negotiations and settlement documentation with the client and project management consultant.
  • Help prepare the final account with complete substantiation and supporting documentation.
Ideal Profile

The position requires a bachelor 's degree in quantity surveying or civil engineering and at least ten years of demonstrable experience in quantity surveying and contract administration. This experience must include major infrastructure projects delivered in the United Arab Emirates. Candidates should understand contractual relationships among clients, consultants, engineers, and contractors. Strong knowledge of measurement, interim payments, variations, claims, final accounts, and construction cost reporting is essential. Applicants must be computer literate and capable of using relevant commercial, engineering, and construction software to analyze information, maintain records, and produce reports. Fluency in written and spoken English is required, together with strong technical writing and negotiation skills.
