Role Context
The Quantity Surveyor - Roads and Utilities will provide commercial and contractual assistance to the site supervision team throughout project delivery. The role is responsible for confirming executed quantities, reviewing contractor payment applications, maintaining cost records, and supporting the assessment of variations and claims. The position will help protect the project's financial position by maintaining accurate measurement records, monitoring contractual deadlines, and identifying potential cost exposure before it affects approved budgets. Regular coordination with the Senior Quantity Surveyor, contractor representatives, engineers, inspectors, planners, and design teams is required.
Key Responsibilities
- Complete joint measurements of executed works with the contractor's quantity surveying team.
- Verify quantities included in monthly Interim Payment Applications against approved drawings, bills of quantities, site records, and inspection status.
- Apply POMI, CESMM, SMM7, or the approved project method of measurement consistently.
- Prepare measurement sheets, valuation summaries, and Interim Payment Certificates.
- Measure roadworks, bridges, tunnels, drainage, utilities, structures, and associated infrastructure works.
- Confirm with site engineers and inspectors that measured activities meet approved quality requirements.
- Assist with the commercial evaluation of variation submissions, site instructions, and engineer's instructions.
- Prepare detailed quantity take‑offs, cost estimates, and rate build‑ups for changed or additional work.
- Compare proposed rates with contract prices, quotations, market data, labor inputs, materials, and equipment costs.
- Maintain the Variation Register and ensure supporting records remain complete and traceable.
- Coordinate with the contractor's quantity surveyor to resolve disputed measurements and pricing queries.
- Assist in reviewing contractor claims for additional payment and Extension of Time.
- Compile site diaries, correspondence, instructions, progress records, and contemporaneous evidence for claims assessment.
- Prepare draft analyses and commercial responses for review by the Senior Quantity Surveyor.
- Maintain trackers for BOQ utilization, provisional sums, prime cost items, contingencies, and dayworks.
- Contribute to monthly cost reports, cash flow forecasts, and Anticipated Final Cost reports.
- Highlight BOQ exhaustion, cost overruns, unsupported expenditure, and emerging commercial risks.
- Maintain accurate records of contractual notices, approvals, instructions, correspondence, and decisions.
- Track notice requirements, time bars, submission dates, and other contractual deadlines.
- Verify that contractor insurance policies, performance bonds, guarantees, and related securities remain valid.
- Review the commercial content of subcontractor and supplier submissions when required.
- Cross‑check nominated subcontractor payments included in contractor payment applications.
- Maintain measurement books, daywork sheets, site instruction logs, payment records, and commercial registers.
- Support preparation of the Final Account, including variations, claims, adjustments, and quantity reconciliation.
- Compile measurement schedules and supporting documentation for the Final Statement.
- Assist with retention release and commercial matters during the Defects Liability Period.
- Report day‑to‑day commercial activities and unresolved issues to the Senior Quantity Surveyor.
- Attend site measurement meetings, commercial reviews, and project coordination sessions.
- Prepare weekly and monthly commercial inputs for Resident Engineer reports.
Ideal Profile
- Bachelor of Science degree in Quantity Surveying, Civil Engineering, or an equivalent discipline.
- Minimum 10 years of postgraduate quantity surveying and contract administration experience.
- At least 7 years of experience on roads, bridges, tunnels, utilities, or other infrastructure projects.
- Minimum 4 years of relevant professional experience in the UAE or GCC region.
- Strong working knowledge of POMI, CESMM, SMM7, and accepted measurement principles.
- Familiarity with RTA, Dubai Municipality, and DEWA commercial procedures.
- Understanding of current construction rates and commercial conditions in Dubai.
- Proven experience reviewing Interim Payment Applications and preparing payment certificates.
- Strong ability to produce quantity take‑offs, rate analyses, cost reports, and commercial assessments.
- Practical understanding of variations, claims, contract notices, time bars, final accounts, and retention.
- Ability to interpret drawings, specifications, contract conditions, bills of quantities, and site records.
- Advanced Microsoft Excel skills.
- Working knowledge of CCS Candy, CostX, and AutoCAD for measurement and quantity take‑offs.
- Good technical report writing and commercial documentation skills.
- Strong numerical accuracy, analytical ability, and attention to detail.
- Effective communication and coordination skills when dealing with clients, contractors, and site teams.
