What You 'll Be Doing
- Support clients with procurement of contractors, consultants, designers, and other project service providers.
- Prepare and review tender documentation and coordinate Parsons resources responsible for producing required technical information.
- Manage downstream procurement of subconsultants engaged directly by Parsons.
- Coordinate with the internal procurement team to ensure established procurement processes are followed.
- Manage Independent Cost Consultants across relevant pre-contract and post-contract assignments.
- Lead evaluations of variation orders, Extension of Time submissions, and contractual claims.
- Prepare reports advising clients on contractor entitlement.
- Provide contractual advice and support to internal and external stakeholders.
- Review contractual requirements for completeness and validity.
Commercial and Contract Administration
- Oversee financial and contractual aspects of assigned projects throughout the project lifecycle.
- Provide internal and external commercial and contractual reporting.
- Assess contractor monthly payment applications.
- Verify that supporting cost and quantity records are properly maintained.
- Prepare appropriate payment and commercial reports for clients.
- Liaise with the measurement Quantity Surveying team on measurement and pricing matters.
- Verify that project records are maintained to the required level of detail.
- Provide input regarding contractor resource allocation.
- Audit contractor payments.
- Monitor contractor final cost estimates.
- Coordinate activities of the wider commercial team when required.
- Prepare final accounts with the necessary supporting documentation.
Claims, Variations and EOT Assessment
- A significant part of the role involves analysing contractual matters rather than concentrating solely on quantity measurement.
- The Managing Quantity Surveyor and Contract Administrator will review variations, claims, and Extension of Time submissions, evaluate contractual entitlement, maintain appropriate supporting records, and communicate findings through clear contractual correspondence and reports.
- The position requires sound judgement, independent problem-solving, and the ability to provide practical commercial and contractual advice across different project requirements.
What Required Skills You 'll Bring
- BSc Honours degree in Quantity Surveying from a recognized university.
- More than 5 years of demonstrable experience in Quantity Surveying or Contract Administration.
- Proven experience analysing contract variations and claims.
- Excellent contractual correspondence and report writing skills.
- Excellent verbal and written English communication skills.
- Ability to work autonomously.
- Strong problem-solving capability.
- Ability to support both pre-contract and post-contract commercial activities.
- Flexibility to work from the Abu Dhabi office, visit project sites, or work on site full time according to business requirements.
What Desired Skills You 'll Bring
- Chartered status with a recognized international professional body such as the Royal Institution of Chartered Surveyors.
- Experience working with FIDIC contracts.
- Previous professional experience in the UK, Australia, or New Zealand is a strong advantage due to the specific client interfaces associated with the role.
- Consultancy experience providing commercial or contractual advice to internal and external stakeholders.
