Context

The Senior Quantity Surveyor plays a key role in protecting commercial accuracy and contract compliance across large infrastructure projects. The role supports the project team by reviewing measurements, payment certificates, cost reports, variations, claims, tender submissions, and contractual letters. By guiding quantity surveyors, coordinating with clients and supervision teams, and maintaining clear payment, variation, and claims records, this position helps control project costs, reduce commercial risk, and support transparent contract administration.

Key Responsibilities
  • Manage contractual and commercial correspondence for assigned roads and infrastructure projects.
  • Handle cost reports, variation records, claims documentation, and payment-related commercial files.
  • Maintain payment logs, variation logs, claims logs, and other commercial tracking registers.
  • Coordinate with clients on cost, payment, claim, variation, and contract administration matters.
  • Work with the full supervision team to manage contractual letters, claims letters, and commercial responses.
  • Support project teams on commercial and contractual issues throughout the project lifecycle.
  • Guide Quantity Surveyors on measurement principles, BOQ interpretation, re-measurement procedures, and commercial documentation.
  • Review BOQ recapitulation prepared by Quantity Surveyors for accuracy, completeness, and contract alignment.
  • Review monthly financial affairs reports and provide cost control input where required.
  • Review interim and final measurements for contractor works.
  • Review contractor and consultant interim and final payment certificates.
  • Process contractor payment certificates in line with contract requirements and project procedures.
  • Prepare and review tender documents, tender reports, commercial schedules, and supporting tender information.
  • Prepare or review variation submissions, new rate submissions, cost build-ups, and commercial justifications.
  • Prepare and review variation orders and change orders for approval.
  • Support all cost planning and cost control functions across the assigned project or program.
  • Review change order and variation order preparation to confirm pricing logic, entitlement, and supporting documentation.
  • Assist in evaluating claims, contractual entitlement, records, cost impact, and supporting evidence.
  • Draft and review contractual letters with clear commercial reasoning and accurate reference to project records.
  • Apply CESMM, FIDIC, and relevant standards when reviewing measurements, payment applications, variations, and claims.
  • Provide commercial leadership support and help ensure cost and contract records remain accurate for reporting, audits, and closeout.
Ideal Profile
  • Bachelor's degree or master's degree in Civil Engineering, Construction Management, Quantity Surveying, or a related field.
  • Professional Membership of MRICS is required.
  • Minimum 15 years of experience in prime contract administration, quantity surveying, cost control, or commercial management on major roads and large infrastructure projects.
  • Strong knowledge of CESMM, FIDIC, and other relevant contract and measurement standards.
  • Experience reviewing BOQs, interim measurements, final measurements, payment certificates, variations, claims, tender documents, and commercial reports.
  • Related work experience in Dubai is preferred.
  • UAE client approvals will be an advantage.
  • Prior experience working in a consultancy environment is preferred.
  • Working knowledge of PC software packages commonly used for contract administration, commercial reporting, payment tracking, and cost control.
  • Ability to perform in a management capacity and guide commercial or quantity surveying teams.
  • Strong written and spoken communication skills.
  • Excellent interpersonal skills for working with clients, consultants, contractors, supervision teams, and senior project stakeholders.
  • Detail-focused approach to measurement, payment certification, cost reporting, contract letters, claim review, and variation assessment.
  • Ability to work under project pressure while maintaining commercial accuracy, professional judgment, and clear documentation.
