Role Context
The Quantity Surveyor - Cost Control will support Parsons Corporation by handling commercial, contractual, and cost management activities for large infrastructure projects in Dubai. The position protects project financial performance by reviewing Bills of Quantities, measuring completed work, auditing contractor payments, preparing variations, supporting claims settlement, and maintaining accurate expenditure records.
Key Responsibilities
- Measure and price works accurately using contract drawings, specifications, Bills of Quantities, and approved project documentation.
- Manage post‑contract quantity surveying duties including interim payments, final payments, variations, claims, cash flow records, and commercial correspondence.
- Review contractual requirements and advise project teams on commercial and contractual matters.
- Check the completeness, validity, and consistency of contractual documents before commercial actions are processed.
- Review contractor resource allocation and provide commercial input where resource planning affects project progress or payment evaluation.
- Audit contractor payment submissions to verify accuracy, entitlement, supporting records, and compliance with contract conditions.
- Ensure valuations are submitted promptly and include the required supporting information, measurement details, and documentation.
- Check, record, and verify measurements of completed work on site for payment and progress purposes.
- Prepare variation assessments, day‑work records, cost evaluations, and supporting documentation for commercial review.
- Monitor contract final cost estimates and highlight cost movement, potential exposure, and financial risks.
- Maintain accurate expenditure records to support monthly reporting, forecasting, and project cost control.
- Review, negotiate, and prepare claim settlements with proper analysis of contractual entitlement and supporting evidence.
- Coordinate and monitor quantity surveying activities within the assigned team to support timely commercial deliverables.
- Prepare financial statements, cost summaries, commercial updates, and related inputs for monthly project reports.
- Review construction contract commercial documents, drawings, specifications, and quantity records to support sound decision‑making.
- Use analytical judgment to assess variations, claims, payments, and cost‑related submissions independently.
- Coordinate with engineers, planners, contract administrators, contractors, and management on cost and contract matters.
- Support proper record‑keeping for commercial correspondence, payment files, variation registers, claims records, and cost reports.
- Perform other quantity surveying, estimating, and commercial duties associated with the role as required.
Ideal Profile
- Bachelor's degree in Civil Engineering or Quantity Surveying.
- Minimum 8 years of quantity surveying experience on large infrastructure projects.
- Strong knowledge of pre‑contract and post‑contract administration.
- Clear understanding of construction contract commercial documents, drawings, technical specifications, and Bills of Quantities.
- Experience handling interim valuations, final accounts, variations, claims, payment audits, cost reports, and commercial correspondence.
- Ability to check measured works, review contractor submissions, and maintain accurate cost and expenditure records.
- Good understanding of infrastructure project delivery, contract procedures, commercial risk, and cost control requirements.
- UAE Authority approval as Quantity Surveyor is preferred.
- Familiarity with AutoCAD is preferred.
- Strong analytical capability with the ability to work independently and make accurate commercial assessments.
- Good oral and written communication skills.
- Ability to communicate logically and clearly with management, staff, contractors, and project stakeholders.
- Ability to work in a structured engineering consultancy environment focused on quality, accuracy, and timely project delivery.
