Job summary

ASGC is seeking an experienced QA/QC Manager – Civil to lead quality control for large-scale UAE projects, including high-rise towers and major building developments.

The candidate will mobilize the quality function from project inception through handover, supervise QA/QC engineers and inspectors, and ensure compliance with ISO 9001 standards and local codes. Strong leadership and coordination with clients and subcontractors are essential.

Qualifications

• Bachelor’s Degree in Civil Engineering or equivalent.
• 15+ years of overall construction experience.
• Proven experience as QA/QC Manager or senior quality leadership role.
• Strong background with main contractors essential.
• Experience with high-rise towers and large-scale buildings.
• Knowledge of ISO 9001 standards and UAE construction codes.

Responsibilities

• Develop, implement, and maintain the Project Quality Plan (PQP) in line with contractual requirements and ISO standards.
• Lead and manage the project QA/QC team including QA/QC Engineers and Inspectors.
• Ensure construction activities follow approved drawings, specifications, method statements, ITPs and codes.
• Manage quality control for earthworks, piling, concrete, waterproofing, finishes, and external works.
• Review and monitor method statements, ITPs, material submittals, MIRs, WIRs, and quality records.
• Co-ordinate with project management, engineering, procurement, and contractors.
• Drive continuous improvement and establish QA/QC KPIs for the project.

Job description

We are currently looking for an experienced QA/QC Manager – Civil to join our construction team in the UAE.

The ideal candidate should have extensive experience in high-rise buildings and major building projects, with a strong background working for reputable main contractors and managing the full quality function from project mobilization through completion and handover.

Key Responsibilities:

• Develop, implement, and maintain the Project Quality Plan (PQP) in line with contractual requirements, project specifications, approved procedures, and ISO standards.
• Lead and manage the project QA/QC team, including QA/QC Engineers and Inspectors.
• Ensure all construction activities are executed in accordance with approved drawings, specifications, method statements, ITPs, and applicable codes and standards.
• Manage quality control activities for:
• Earthworks and excavation
• Piling and foundations
• Reinforced concrete structures
• Waterproofing
• Blockwork and masonry
• Plastering and screeding
• Architectural and finishing works
• External works and related civil activities
• Review and monitor Method Statements, Inspection & Test Plans, Material Submittals, MIRs, WIRs, inspection requests, test reports, and quality records.
• Ensure all incoming materials are inspected, approved, tested, and properly documented prior to use.
• Manage Non-Conformance Reports (NCRs), corrective actions, preventive actions, root-cause analysis, and timely closure of quality issues.
• Conduct regular site quality inspections, surveillance, internal audits, and quality assessments.
• Monitor subcontractor and supplier quality performance and ensure compliance with project requirements.
• Coordinate closely with Project Management, Construction, Engineering, Procurement, Commercial, Planning, HSE, MEP, consultants, clients, and subcontractors.
• Attend project quality meetings and resolve technical and quality-related issues with consultants and clients.
• Establish and monitor quality KPIs and prepare periodic quality reports for project and senior management.
• Control mock-ups, benchmark samples, first-work inspections, and workmanship approvals.
• Ensure testing and calibration requirements are properly implemented and maintained.
• Monitor concrete testing, reinforcement inspections, waterproofing tests, material testing, and other project-specific quality requirements.
• Manage snagging, de-snagging, final inspections, testing, commissioning interfaces, and project close-out activities.
• Ensure complete and accurate preparation of handover dossiers, inspection records, test certificates, warranties, as-built documentation, and final quality records.
• Drive continuous improvement and promote a strong quality culture across the project team.

Candidate Requirements:

• Bachelor’s Degree in Civil Engineering or equivalent.
• Minimum 15+ years of overall construction experience.
• Proven experience in a QA/QC Manager or senior quality leadership role.
• Strong background with main contractors is essential.
• Extensive experience in high-rise towers, residential, commercial, hospitality, mixed-use, or large-scale building developments.
• Strong understanding of civil, structural, architectural, and finishing works.
• Good knowledge of ISO 9001 Quality Management Systems.
• Strong knowledge of ACI, ASTM, BS, EN, and relevant UAE construction standards and authority requirements.
• Hands-on experience in NCR management, audits, inspections, testing procedures, quality documentation, and project handover.
• Strong leadership, communication, coordination, and problem-solving skills.
• Ability to manage and develop a large QA/QC team in a fast-paced project environment.
• UAE/GCC experience is highly preferred.
• ISO 9001 Lead Auditor / Internal Auditor certification or equivalent quality certification will be an advantage.
