We are seeking a Senior Project Manager to lead construction and development projects concurrently in Dubai, UAE and India. The successful candidate will assume full responsibility for end‑to‑end project delivery from project initiation, feasibility and design through procurement, construction, commissioning, handover and close‑out, delivering the required programme, budget, quality, safety and regulatory‑compliance outcomes.
The position involves working in an international multicultural environment with overseas clients, consultants and contractors, as well as coordinating projects outside the candidate's country of residence. Demonstrable international project experience is a mandatory requirement.
Key Responsibilities
- Project Delivery: Lead projects through the full lifecycle—from initiation and feasibility to design, procurement, construction, commissioning, handover and close‑out—ensuring safe, on‑time, on‑budget delivery to the required quality standards.
- Execution Strategy & Program Management: Develop and manage project execution strategies, master programmes, budgets, milestones and critical paths. Monitor progress, control schedule and cost variances, and ensure compliance with approved designs, specifications, technical requirements and project objectives.
- Design, Procurement & Contracts: Coordinate multidisciplinary teams including architecture, interiors, structural and MEP disciplines, resolving design issues and implementing value engineering where appropriate. Develop procurement and contract strategies, appoint consultants, contractors and suppliers, administer contracts, manage procurement packages and oversee commercial performance throughout the project lifecycle. Review contractor payment applications, evaluate change requests, EOT claims and commercial variations, applying FIDIC and/or NEC contract principles.
- Risk, Governance & Stakeholder Management: Maintain project governance, reporting and the Risk Register, identifying and mitigating risks proactively. Act as the primary interface between clients, consultants, contractors and authorities, ensuring effective communication, timely decision‑making and alignment of all stakeholders. Chair project meetings, conduct regular site inspections in Dubai and India, monitor construction progress and provide senior management with clear reporting on programme, budget, quality, risks and key decisions.
- Quality, HSE & Project Close‑Out: Ensure compliance with HSE, QMS and ESG requirements throughout project delivery, including sustainability, energy efficiency and LEED or Net Zero objectives where applicable. Manage inspections, snagging, testing, commissioning, handover and project close‑out documentation.
Candidate Requirements
- 12–15+ years' experience as a Senior Project Manager, Project Director or equivalent, including at least 4–5 years in senior leadership roles.
- Proven delivery of full‑lifecycle construction or development projects valued at USD 100M+ / AED 500M+.
- Experience delivering premium residential, hospitality, mixed‑use or luxury fit‑out developments.
- Bachelor's degree in Civil Engineering, Construction, Architecture or Project Management (Master's degree preferred).
- Strong expertise in project planning, budgeting, procurement, contract administration, commercial management, quality assurance, multidisciplinary coordination and risk management.
- Ability to review architectural, engineering and construction documentation.
Mandatory International Experience
- Successful delivery of international projects.
- Experience working with international clients, consultants and contractors.
- Project management outside their country of residence.
- Leadership within multicultural international teams.
- As the role covers projects in both Dubai and India simultaneously, international experience is mandatory.
Preferred Qualifications
- Experience with leading developers, contractors or consultants such as Emaar, DAMAC, Sobha, Aldar, AECOM, Atkins, Réalis, Turner & Townsend or Mace.
- Knowledge of UAE and/or Indian construction regulations and project delivery practices.
- Professional certifications such as PMP, PRINCE2, MRICS, MCIOB or APM.
- Experience using Primavera P6, MS Project, BIM and CDE platforms.
Leadership & Technical Competencies
- Strong leadership of multidisciplinary international teams, strategic thinking, commercial awareness, negotiation and stakeholder management skills.
- Proven capability in project controls, governance, procurement, contract administration, change management, claims, cost control, value engineering, MEP coordination, HSE, ESG, QMS, BIM/CDE and project scheduling.
Languages
- Fluent English is essential.
- Russian, Hindi or Arabic would be advantageous.
Travel
- Willingness to travel regularly between Dubai and India and work across multiple time zones is essential.
