Job summary

ADNOC Group is seeking a Project Engineer in Abu Dhabi, United Arab Emirates to coordinate MOC minor scheme construction and field development activities across our oil and energy projects.

The role includes supervising contractor activities through construction, mechanical completion and handover, while ensuring adherence to ADNOC HSE, quality and technical standards. A minimum of eight years in Oil and Gas is required.

Job Purpose

The Project Engineer will provide professional engineering expertise and supervise contractor activities associated with MOC minor schemes from construction through mechanical completion and readiness for commissioning. The position also coordinates field input into development plans, Management of Change activities and engineering projects, ensuring project execution reflects field operating philosophy, established work practices and operational experience.

MOC Minor Scheme Construction

• Plan, direct and supervise assigned personnel and exercise financial authority at the level established for the position.
• Review project planning packages to identify improvement opportunities, major risks and potential schedule shortfalls.
• Develop project execution strategies in coordination with site teams and applicable project execution standards.
• Identify constructability issues at an early stage and develop appropriate solutions before implementation.
• Identify HSE-critical aspects requiring assessment before construction begins.
• Ensure construction activities are executed safely and in accordance with applicable requirements.

Contractor Technical Control

• Review and approve contractor submittals in coordination with relevant Technical Authorities.
• Assess Inspection and Test Plans, Method Statements, mechanical completion documentation and Ready for Commissioning dossiers against project requirements.
• Attend regular contractor meetings to review progress and schedule compliance.
• Review contractor reports and verify the accuracy of reported information.
• Monitor contractor performance throughout execution and handover.
• Ensure contractor adherence to approved ADNOC Onshore HSE policies and procedures.

Materials, Inspection and Quality Assurance

• Review contractor material approval requests for consistency with approved drawings and specifications.
• Verify that received materials comply with project requirements and specifications.
• Attend Requests for Inspection raised by contractors.
• Inspect work in accordance with ADNOC procedures, contractor QA-QC requirements, the Scope of Work and approved Inspection and Test Plans.
• Conduct regular site visits and audits to confirm implementation of safety assurance requirements.
• Accompany contractors during site surveys to assess work scope, locations and potential interaction with existing facilities.
• Conduct final walk-downs with End Users and contractors.
• Verify proper facility handover and closure of outstanding items.

Project and Operations Coordination

• Maintain schedules covering field development plans, projects and plant modification activities.
• Keep site operations informed of relevant project and modification activities.
• Coordinate field operations input throughout project and plant development phases.
• Provide operational input during conceptual studies, project identification, basic and detailed engineering, construction and commissioning.
• Attend project meetings and deliver presentations on behalf of assigned fields regarding work progress and operational requirements.
• Coordinate field reviews of project designs, procedures and plans.
• Ensure field operating philosophy, work practices and accumulated operational experience are incorporated into project development.

Field Development and Modification Support

• Coordinate individual field tasks contributing to project plans and ensure timely completion.
• Facilitate evaluation and implementation of minor field-sponsored projects.
• Support plant performance reviews and modification proposals.
• Contribute to the technical preparation and economic evaluation of proposals before submission to Operations Management, Petroleum Development and Engineering functions.
• Support and coordinate new well tie-in activities for Assets in accordance with the business plan and production targets.
• Facilitate the Asset Management of Change coordination function.

Commissioning and Project Closeout

• Receive physical completion certificates for site-installed modifications and new plant.
• Coordinate pre-commissioning and commissioning activities.
• Support facility handover and project closeout.
• Monitor project records and verify that as-built drawings are accurately maintained.
• Ensure outstanding construction and handover items are appropriately addressed before closeout.

Interface Management

• Establish and manage interfaces between relevant Asset Divisions.
• Coordinate with Master Plan and Corporate NOC teams where required.
• Manage external interfaces where projects outside ADNOC Onshore interact with Asset facilities and installations.
• Maintain coordination between Operations, Project and Construction, Engineering, Planning, Support and Development functions throughout project execution.

Minimum Qualification

• Bachelor 's Degree in a relevant Engineering discipline.

Minimum Experience, Knowledge and Skills

• Minimum 8 years of experience in a similar position within Oil and Gas companies.
• Experience supporting construction and engineering project execution.
• Experience coordinating mechanical completion, commissioning and project handover activities.
• Knowledge of contractor supervision, construction quality requirements and HSE controls.
• Experience with field development activities, plant modifications and Management of Change processes.
