Job summary

GDIT seeks a high‑level Senior Program Manager in a Dubai location to lead CMS programs within a FedRAMP framework, guiding PMO, Security, Infrastructure, Help Desk, Data, and BA/Test teams.

You will advise CMS Sector leadership, ensure contract execution, and manage subcontractors and vendor relations across multiple systems and environments.

Qualifications

• Bachelor's degree and 20+ years of senior management experience in regulated environments.
• Experience with CMS programs and ACA risk adjustment operations is required.

Responsibilities

• Assume full responsibility for contract and program performance, including strategy, execution, and compliance.
• Direct program activities across PMO, Security, Infrastructure, Help Desk, Data, and BA/Test teams.
• Serve as primary liaison to CMS and manage subcontractor activities.
• Oversee vendor management and collections operations using systems like HIGLAS, Pay.gov, and MIDAS.
• Operate within a FedRAMP-certified environment involving Salesforce and AWS.
• Provide strategic advisory to the CRISP division and CMS Sector leadership.

Requirements

• Bachelor's degree and 20+ years of senior management experience in regulated environments
• 15+ years of experience with CMS programs and Affordable Care Act (ACA) risk adjustment operations
• Advanced proficiency in Microsoft SQL Server, Python, Power BI, and Tableau
• Ability to obtain Public Trust clearance
• Must have lived in the US for at least 3 of the last 5 years

Preferred Qualifications

• Experience with Salesforce and AWS
• PMP certification
• Lean Six Sigma Green Belt
