Job summary

Parsons is seeking a Planning Engineer to perform planning, scheduling and project control on major infrastructure projects in Dubai, including upgrading drainage and pumping stations.

You will develop master schedules, analyze progress, conduct delay analysis, prepare reports, and coordinate with contractors and clients. The role requires a Civil Engineering or Construction Management degree, 8+ years of experience, and proficiency in Primavera P6.

Qualifications

  • Bachelor’s degree in Civil Engineering or Construction Management.
  • 8+ years of planning and scheduling experience on infrastructure projects.
  • Experience with pumping stations, sewerage and Gulf-region projects.
  • Proficiency in Primavera P6 scheduling software.
  • Strong written and verbal communication skills.
  • Knowledge of industry best practices and regulations.

Job Description

Parsons is looking for an amazingly talented Planning Engineer to join our team to perform various planning, scheduling and project control functions on major infrastructure projects primarily upgrading the existing DM Network (Drainage, Sewerage and Pumping Stations).

What You’ll Be Doing
  • Review and convey Engineer’s consent to the contractor’s baseline schedule of works in line with contract conditions and using Parsons Recommended Practices
  • Validate the compatibility of project resources for timely completion of the project
  • Develop a Master Schedule integrating multiple packages considering their interdependencies to identify and reflect the impact of one schedule/project on others
  • Evaluate and verify the planning and scheduling information from the updated/progress schedules, identify potential areas of delay/slippage, highlight critical events and suggest mitigation measures/corrective actions
  • Exercise What‑if analysis to assess the time impact of each change, variation, and potential event at an early stage and provide alternative courses of action and advice before issuing instructions to contractors
  • Prepare regular progress reports/monthly reports with program analysis and recommendations, addressing program issues to ensure timely project completion, and preparing presentations regarding the work’s progress concerning interim and major milestones
  • Perform detailed assessment of claims including Extension of Time, Disruption, etc using leading delay analysis methodologies such as time impact analysis and window analysis, with a strong skill to demonstrate the contractor’s concurrent delay
  • Discuss, coordinate, and resolve planning and scheduling problems with the contractor and the employer
  • Coordinate with the client to finalize the contractor’s programs, reports, and claims
  • Attend various meetings including kick‑off, technical, service coordination, progress review, etc, providing valuable inputs and preparing concise and precise minutes of meetings
  • Prepare trackers/logs to monitor critical issues during the design and construction stages of the project
  • Agree on the progress measurement system (PMS) and key indicators with consultants/contractors during the project for monitoring purposes
  • Communicate clearly to conduct presentations to management and interface effectively with a diverse group of professionals; provide reasoned and analytic responses to contractor notices and detailed particulars using programming data, sound construction practices, and contractual provisions
  • Maintain proper record keeping of project contemporary records
  • Issue delay notices for the contractor’s culpable delay and/or slow performance letters, recording areas where the contractor’s performance is behind schedule
What Required Skills You’ll Bring
  • Bachelor’s degree in Civil Engineering or Construction Management from a recognized institution
  • Minimum 8+ years of experience in planning and scheduling on relevant projects related to pumping stations, storm water, sewerage and general infrastructure projects preferably in the Gulf region
  • Experience in infrastructure and utilities coupled with an excellent overall understanding of the construction industry and its interface and coordination requirements
  • Prior experience on Dubai Municipality projects for upgrading the existing drainage, sewerage network and pumping stations would be advantageous
  • Proficiency in scheduling software, particularly Primavera P6
  • Good written and oral communication skills
  • Thorough knowledge of industry best practices and regulations
