Role Context

The Senior Planning Engineer - Infrastructure will lead planning and project controls activities for construction projects, including infrastructure and utilities works in the Al Ain area. The role supports timely project delivery by reviewing contractor schedules, validating resources, integrating multiple project packages, monitoring progress, identifying delay risks, preparing monthly reports, reviewing Extension of Time claims, and advising project leadership on corrective actions. Strong analytical judgment, contractual awareness, and planning discipline are required to protect project milestones and support effective decision-making.

Key Responsibilities
  • Lead the project planning and scheduling function across assigned infrastructure and utilities construction projects.
  • Review contractor baseline schedules and provide Engineer's consent in line with contract conditions and Parsons recommended practices.
  • Validate project resources, activity logic, durations, sequences, and schedule assumptions to support timely project completion.
  • Develop and maintain master schedules that integrate multiple packages and reflect interdependencies between project areas.
  • Identify schedule risks, coordination conflicts, potential delays, and interface issues, then document them in the project risk register.
  • Review updated schedules and progress schedules to evaluate planning accuracy, progress status, and schedule reliability.
  • Identify areas of delay, slippage, critical events, float erosion, and schedule pressure across the project program.
  • Recommend mitigation measures, corrective actions, and recovery plans to support milestone achievement.
  • Perform what-if analysis to assess the time impact of changes, variations, potential events, and project instructions.
  • Provide alternative courses of action and planning advice before formal instructions are issued to contractors.
  • Prepare regular progress reports, monthly reports, program analysis, milestone updates, and planning recommendations.
  • Prepare presentations showing progress against interim milestones, major milestones, planned work, actual progress, and forecast completion.
  • Assess contractor claims, including Extension of Time, disruption, delay impact, and related entitlement submissions.
  • Apply delay analysis methodologies such as Time Impact Analysis and Window Analysis to review claim validity.
  • Demonstrate and evaluate concurrent delays using programming data, construction records, and contractual provisions.
  • Discuss, coordinate, and resolve planning and scheduling issues with contractors, the Employer, consultants, and project teams.
  • Coordinate with the client to finalize contractor programs, progress reports, claims, and schedule-related submissions.
  • Attend kick-off meetings, technical meetings, service coordination meetings, progress reviews, and planning workshops.
  • Prepare clear, concise, and accurate minutes of meetings with action points and planning-related follow-ups.
  • Prepare trackers and logs to monitor critical issues during design and construction stages.
  • Agree progress measurement systems and key indicators with consultants and contractors for effective monitoring.
  • Provide reasoned and analytical responses to contractor notices and detailed particulars using schedule data and contract knowledge.
  • Maintain proper contemporary records, planning files, correspondence logs, delay notices, and schedule evidence.
  • Issue delay notices, slow performance letters, and related planning correspondence for contractor culpable delay where required.
  • Manage and guide one or more planning engineers, providing technical direction and leadership support.
  • Interface with a diverse group of professionals and present schedule analysis clearly to management and project stakeholders.
  • Perform other responsibilities associated with project controls and planning as assigned by project leadership.
Ideal Profile
  • Bachelor degree in Civil Engineering, Construction Management, or a related field from a recognized institution.
  • Minimum 10 years of experience in planning and scheduling on large infrastructure projects within the UAE.
  • Strong experience working on infrastructure and utilities projects.
  • Excellent understanding of construction industry processes, project interfaces, coordination requirements, and delivery constraints.
  • Proficiency in scheduling software, especially Primavera P6.
  • Strong knowledge of baseline schedules, master schedules, progress updates, critical path analysis, recovery planning, and progress measurement systems.
  • Experience assessing Extension of Time claims, disruption claims, delay notices, concurrent delay, and contractor schedule submissions.
