Role Context

The Materials Engineer will provide technical control over the materials used throughout infrastructure construction, from initial submittal and source approval through delivery, testing, storage, incorporation, and final acceptance. The position requires close coordination with contractors, laboratories, subconsultants, inspectors, and project engineers to ensure material performance is verified before it affects permanent works. Strong oversight in this role will help prevent noncompliant materials, reduce construction defects, support reliable quality records, and protect the long-term durability of infrastructure assets.

Key Responsibilities
  • Review contractor material submittals against project specifications, applicable standards, and approved technical requirements.
  • Coordinate the approval process for construction materials and ensure required supporting documentation is complete.
  • Act as a focal point for scheduling and controlling construction materials and related equipment at the project site.
  • Inspect material-related activities to verify compliance with contract requirements.
  • Coordinate subconsultants and laboratories responsible for material sampling, testing, and certification.
  • Verify that only approved materials are incorporated into permanent works.
  • Check materials delivered to site against approved sources, suppliers, product data, and submittals.
  • Confirm that delivered materials are stored, protected, and handled in accordance with manufacturer and project requirements.
  • Maintain detailed records of material inspections, approvals, testing activities, and outstanding issues.
  • Prepare daily reports and other material-related documentation required under the contract.
  • Review Certificates of Compliance, Material Safety Data Sheets, inspection tags, and supporting technical records.
  • Identify potential material conflicts, quality concerns, and specification deviations and report them to the appropriate supervisor.
  • Develop practical recommendations to support resolution of material-related construction issues.
  • Observe site execution and verify that approved materials are being used in accordance with accepted methods.
  • Participate in development and refinement of quality control procedures and reporting systems.
  • Support preparation of job safety practices and safety-related documentation associated with material handling and testing.
  • Perform engineering calculations required for material assessment, reporting graphs, and technical charts.
  • Monitor laboratory activities and ensure tests are carried out according to approved procedures and standards.
  • Review test results and highlight failures, anomalies, or trends requiring further investigation.
  • Coordinate with inspectors and engineers when retesting, additional sampling, or corrective action is required.
  • Provide technical guidance to junior inspectors or support staff when assigned.
  • Maintain organized and auditable material files throughout project execution.
Ideal Profile

Candidates should hold a Bachelor of Science degree in Civil Engineering, Geology Engineering, Materials Engineering, or an equivalent discipline. A minimum of 10 years of professional experience is required on infrastructure projects. Applicants should have at least 5 years of relevant UAE or GCC experience involving roads, bridges, tunnels, or comparable major civil works. Strong knowledge of construction materials, testing procedures, material approvals, laboratory operations, and infrastructure quality requirements is essential. Candidates should be capable of reviewing technical submittals, certificates, laboratory results, specifications, and other supporting compliance documentation. Experience coordinating material testing laboratories and third-party testing organizations will be highly valuable. RTA approval will be considered an advantage. Applicants should demonstrate strong technical reporting capability and confidence preparing calculations, graphs, charts, and material quality records. Working knowledge of Microsoft Office and basic AutoCAD is required. The role also demands effective communication with contractors, consultants, laboratories, inspectors, engineers, suppliers, and other project stakeholders.
