Job summary

Cotulla Education seeks a qualified leader to serve as the SCO and oversee VA operations across all campuses in the UAE. You will manage a centralized team of VA Specialists/SCOs and ensure accurate enrollment certifications and benefit administration, while maintaining strict compliance and liaison with the State Approving Agency.

Responsibilities include audits, process standardization, and collaboration with Student Accounts/Financial Aid on tuition reporting and VA payments reconciliation.

Qualifications

• Experience in a higher education VA role with leadership responsibility.
• Proficiency with VA education benefit programs and SAA requirements.
• Strong audit/compliance mindset and data integrity focus.
• Proficient in Microsoft Office and collaboration tools.

• Serve as the primary School Certifying Official (SCO) and oversee VA operations across all campuses.
• Lead, develop, and manage a centralized team of VA Specialists/SCOs.
• Oversee certification and administration of approved military and veteran education benefit programs including Post-9/11 GI Bill, Montgomery GI Bill, and Military Tuition Assistance.
• Ensure timely and accurate submission of enrollment certifications, adjustments, and student status changes.
• Conduct regular audits of student enrollments and VA records to maintain compliance and data integrity.
• Lead preparation for VA audits, compliance reviews, and Risk-Based Surveys.
• Develop and implement standardized processes and internal controls to reduce compliance risk.
• Serve as the primary liaison with the State Approving Agency (SAA).
• Partner with Student Accounts and Financial Aid to ensure accurate tuition and fee reporting.
• Monitor and reconcile VA payments, debts, and overpayments.

Requirements

• 3-5 years of experience in a higher education VA role
• Minimum of 2 years of leadership experience managing a team
• Experience using VA Enrollment Manager or comparable certification systems
• High School Diploma or GED required; Bachelor's degree preferred
• Working knowledge of VA education benefit programs and State Approving Agency requirements
• Proficiency with Microsoft Office (Word, Excel, Outlook, SharePoint, Teams)
• Ability to travel for business purposes

• Knowledge of financial aid and bursar operations
• Experience with CampusNexus/Anthology Student
