We are seeking an experienced HR Manager – Learning & Talent Development to lead the design, delivery, and continuous improvement of our organization's learning, training, and talent management strategies. The ideal candidate will be a strategic HR professional with strong expertise in training needs analysis, gap analysis, and talent development, backed by a CIPD or SHRM certification. The role is for MENA region and its an Individual role. We need minimum 2-3 years of experience in United Arab of Emirates in similar role.
About the Role
As HR Manager – Learning & Talent Development, you will play a critical role in building a high-performing, future-ready workforce. You'll design impactful learning programs, identify skills and competency gaps, and drive talent management initiatives that align with business goals and support long-term organizational growth.
Key Responsibilities
- Learning & Development Strategy Design, implement, and continuously improve the organization's Learning & Development (L&D) strategy and annual training calendar
- Identify organizational and individual training needs through structured Training Needs Analysis (TNA)
- Develop and deliver training programs — technical, behavioral, and leadership — across all levels of the organization
- Evaluate training effectiveness through feedback, assessments, and performance metrics, refining programs as needed
- GAP Analysis & Competency Development Conduct skills and competency gap analyses across departments and roles
- Develop competency frameworks aligned with business objectives and job requirements
- Partner with department heads to close identified skill gaps through targeted development plans
- Track progress against gap-closure initiatives and report outcomes to senior leadership
- Talent Management Design and lead talent management processes, including succession planning, high-potential (HiPo) identification, and career development pathways
- Support performance management processes and link outcomes to individual development plans
- Build and maintain talent pipelines for critical and leadership roles
- Collaborate with leadership to identify and nurture future leaders within the organization
- Program & Stakeholder Management Manage relationships with external training providers, consultants, and certification bodies
- Develop and manage the L&D budget, ensuring cost-effective delivery of training initiatives
- Partner with HRBPs and department heads to align learning initiatives with business and workforce planning needs
- Champion a culture of continuous learning and professional development across the organization
- Reporting & Compliance Maintain accurate training records, certifications, and compliance documentation
- Prepare regular reports on training effectiveness, ROI, and talent development metrics for senior management
- Ensure L&D initiatives comply with relevant labor laws and organizational policies
What We're Looking For
- Bachelor's degree in Human Resources, Business Administration, or related field
- Master's degree is a plus CIPD or SHRM certification is required6+ years of progressive HR experience, with a strong focus on Learning & Development and Talent Management Proven expertise in Training Needs Analysis (TNA) and skills/competency GAP analysis Strong background in designing and delivering training programs across technical, behavioral, and leadership tracks Experience with succession planning, talent pipelines, and performance-linked development Familiarity with Learning Management Systems (LMS) and HRIS platforms Strong stakeholder management skills, with the ability to influence at all organizational levels Excellent facilitation, presentation, and communication skills Data-driven mindset with the ability to translate insights into actionable development strategies
