Job summary

ACCEL HUMAN RESOURCE CONSULTANTS seeks an experienced HR Manager – Learning & Talent Development in the UAE. You will design and drive the organization’s learning and talent strategy, identify skill gaps, and develop programs across technical, behavioral, and leadership tracks.

With 6+ years in HR focused on L&D and talent, you will lead competency development, succession planning, and stakeholder engagement, ensuring alignment with business goals in the MENA region.

Qualifications

• Bachelor’s degree in HR, Business Administration, or related field.
• Master’s degree is a plus; CIPD or SHRM certification is required/supported.
• Minimum 6+ years of progressive HR experience with focus on L&D and Talent Management.

Responsibilities

• Design and implement L&D strategy and annual training calendar.
• Identify training needs via Training Needs Analysis (TNA).
• Develop and deliver technical, behavioral, and leadership programs.
• Evaluate training effectiveness using feedback and metrics.
• Conduct gap analyses and develop competency frameworks.
• Lead talent management processes including succession planning and HiPo identification.
• Support performance management and link outcomes to development plans.
• Build talent pipelines for leadership roles and report outcomes to leadership.
