Job description

Overall responsibility and management of the Infrastructure Inspection team, ensuring all inspections of railway infrastructure assets are planned, executed, recorded, and reported in accordance with company standards, maintenance requirements, and applicable railway regulations.

The Infrastructure Inspection Manager is responsible for the delivery of inspection regimes for all Infrastructure assets, including Track and Civil Structures, Earthworks, Buildings, Fences, Service Roads, Drainage Systems, Culverts, Underpasses, Bridges, Sand Mitigation Systems and other associated railway infrastructure assets.

The position ensures that infrastructure condition assessments are completed accurately and efficiently, that defects and degradation mechanisms are identified at an early stage, and that inspection findings are effectively communicated to maintenance and reliability teams to support safe and reliable railway operations.

Working in close coordination with Maintenance, Reliability and Asset Performance teams, the Infrastructure Inspection Manager shall ensure inspection activities contribute towards maintaining asset integrity, safety, availability and regulatory compliance throughout the Etihad Rail network.

The role requires a strong engineering background together with specialist knowledge of railway infrastructure inspection methodologies, condition monitoring techniques, defect assessment, infrastructure deterioration mechanisms and risk-based inspection principles.

Roles and Responsibility
  • Overall management and supervision of Infrastructure Inspection personnel and inspection activities across the railway network.
  • Develop, implement and continuously improve inspection work instructions for all infrastructure asset classes.
  • Ensure inspections are conducted in accordance with approved procedures, asset management requirements, railway standards and regulatory obligations.
  • Monitor infrastructure condition and identify safety risks, defects, degradation trends, and emerging asset performance concerns.
  • Analyse inspection findings and condition assessment reports, ensuring accurate records are maintained within approved systems.
  • Review inspection reports and ensure identified defects, hazards and non-conformities are appropriately classified, prioritised and communicated for corrective action.
  • Work closely with Maintenance and Reliability teams to ensure inspection outcomes support effective maintenance planning and asset lifecycle management.
  • Identify opportunities to improve inspection methodologies, technologies, productivity and efficiency.
  • Ensure inspection records, photographs, measurements and supporting documentation are maintained in accordance with company requirements.
  • Produce detailed technical reports, presentations and infrastructure condition assessments for management review.
  • Support investigations arising from infrastructure failures, defects, incidents or abnormal asset conditions and provide technical recommendations as required.
  • Represent the Permanent Director at meetings and other events, as required.
Desirable qualifications, skills and experience
Academic Qualifications:
  • Bachelor’s degree in civil engineering, Railway Engineering, Infrastructure Engineering or equivalent discipline.
Professional Qualifications & knowledge:
  • Knowledge of applicable railway infrastructure inspection standards, maintenance standards and asset management principles.
  • Knowledge of condition assessment methodologies for railway infrastructure assets.
  • Full driving licence.
Experience:
  • Proven experience in railway infrastructure inspection and condition assessment.
  • Experience in managing inspection teams and inspection programmes.
  • Experience in writing technical reports and infrastructure condition assessments.
  • Experience in railway infrastructure maintenance and asset management desirable.
  • Experience working in heavy haul railway environments desirable.
Other Skills:
  • English at advanced written and verbal level.
  • Strong analytical and technical assessment skills.
  • Good understanding of infrastructure deterioration mechanisms and defect management.
  • Ability to interpret inspection results and identify asset risks.
  • Good experience in writing engineering documents and technical reports.
