Role Context
The Infrastructure Design Manager – Rail will support Parsons by leading the development, coordination, and technical integration of infrastructure design for a major rail project. The role ensures design outputs are technically sound, compliant with regulatory requirements, aligned with programme and budget targets, and fully integrated with stations, rail systems, airport interfaces, passenger flow, utilities, structures, tunnels, viaducts, and operational requirements.
Key Responsibilities
- Lead and manage the infrastructure design process across civil, structural, geotechnical, utility, and related engineering disciplines.
- Oversee preparation, coordination, and review of design deliverables across concept, preliminary design, and tender stages.
- Coordinate design inputs from multidisciplinary teams including stations, rail systems, urban planning, environmental specialists, and infrastructure engineers.
- Ensure design outputs comply with project requirements, technical standards, regulatory frameworks, and client expectations.
- Coordinate with airport stakeholders to support integration with terminal operations, landside and airside interfaces, and passenger flow requirements.
- Ensure infrastructure design supports seamless airport system integration, including access, interchange, operational interfaces, and movement planning.
- Monitor design progress against programme, budget, milestones, and agreed deliverable schedules.
- Lead technical design reviews, risk assessments, value engineering workshops, and design optimization exercises.
- Ensure infrastructure design supports overall system integration, including alignment, stations, utilities, structures, operational interfaces, and rail systems.
- Coordinate with stakeholders, authorities, client representatives, and relevant entities to support approvals and design alignment.
- Identify design risks, interface gaps, coordination issues, and technical constraints, then develop practical mitigation strategies.
- Support preparation of technical documentation, design reports, tender deliverables, presentations, and project submissions.
- Provide technical leadership, mentoring, and guidance to design teams and project professionals.
- Review complex engineering documents, drawings, reports, specifications, and interface information to support informed design decisions.
- Engage with clients, project teams, consultants, and stakeholders to resolve sensitive design issues and maintain collaborative project delivery.
Ideal Profile
- Bachelor's degree in Engineering or a related field from a recognized university is required.
- Professional certification or membership with a relevant institute will be an advantage.
- Minimum 15 years of infrastructure design experience within the AECO industry.
- Proven experience on rail or major infrastructure projects, including express rail or high-performance rail systems.
- Strong background managing multidisciplinary design teams and complex technical interfaces.
- Good understanding of civil infrastructure elements including alignment, structures, tunnels, viaducts, utilities, and operational interfaces.
- Experience on projects involving airport integration or intermodal transport hubs will be preferred.
- Understanding of airport operations, passenger flow, and coordination with aviation stakeholders will be an advantage.
- Familiarity with international design standards, GCC project delivery environments, and local regulatory requirements.
- Experience in design development, technical coordination, design review, and tender documentation preparation.
- Strong leadership, communication, stakeholder management, and presentation skills.
- Ability to work in complex multi-stakeholder environments, preferably within the GCC.
- Strong problem-solving skills with the ability to address complex engineering and design coordination challenges.
