Qualifications

Responsibilities

  • Lead the development, implementation and refinement of ICV strategy, policies and procedures to increase local economic contribution.

  • Lead government and stakeholder coordination for the ICV program across ADNOC and group companies.
  • Plan and supervise department personnel and resources to meet divisional objectives; support Emiratisation and talent pipelines.
  • Prepare divisional budgets, monitor expenditures and provide management information and progress reports.
  • Ensure compliance with ADNOC HSE policies, codes of practice, and sustainability guidelines.

Job Purpose

Lead the development, implementation and refinement of ADNOC 's ICV strategy, policies and procedures. The role aims to increase the local economic contribution of procurement, expand opportunities for UAE Nationals and develop domestic supply capabilities for strategically critical categories.

In-Country Value Strategy and Development
  • Lead the design, implementation and continuous improvement of ICV strategy and program policies.
  • Consult relevant internal and external stakeholders on program development and execution.
  • Identify supply chain gaps that could be addressed through UAE-based investment, businesses and SMEs.
  • Coordinate with category management, business planning and procurement planning teams to analyze forecast requirements and localization potential.
  • Obtain feedback from Group companies and ICV Execution teams, assess implementation challenges and refine guidelines.
  • Explain ICV objectives and implementation requirements to ADNOC management, Group procurement teams and external suppliers.
Government and Stakeholder Coordination
  • Act as a liaison with government organizations in support of ICV strategy.
  • Support similar programs of UAE and Emirate government organizations when approved by ADNOC management.
  • Represent the ICV program through business forums, trade shows and presentations.
  • Coordinate with communications teams on awareness and marketing activities explaining the program 's outcomes and impact.
  • Provide program updates to ADNOC directors and support awareness across Group companies.
Department Leadership and Governance
  • Plan and supervise department personnel and resources to meet approved divisional objectives.
  • Support employee development, Personal Development Plans, succession planning and talent pipelines, including Emiratisation priorities.
  • Review departmental structures and support efficient use of human capital.
  • Lead implementation of approved policies, processes, internal controls and operational plans.
  • Apply the company Performance Management System and monitor departmental KPIs, Annual Performance Management Contract and Balanced Scorecard.
  • Encourage innovation, continuous improvement and change management in line with relevant standards.
Budgets, Reporting and HSE
  • Contribute to divisional budget preparation and monitor departmental expenditure against approved levels.
  • Investigate significant variances to support financial and operational control.
  • Prepare departmental management information and progress reports.
  • Promote compliance with ADNOC HSE policies, applicable legislation, sustainability guidelines and Codes of Practice.
  • Ensure appropriate HSE training and induction for departmental personnel and maintain required HSE performance.
Minimum Qualifications

B.A., B.Sc. in Engineering, or equivalent qualification.

Experience and Knowledge

A minimum of 15 years of Supply Chain Management experience, preferably in oil and gas or related industries, including 8 years of progressive supervisory or managerial experience. Candidates should understand procurement strategy, local supply chain development, ICV requirements, government policy expectations, category technical requirements and supplier development mechanisms. The role requires the ability to prepare strategic management briefs and explain technical ICV matters to senior stakeholders.

Professional Certifications

Supply Chain Certification. Local content certification or training.

Working Relationships

Internal: ADNOC directors, Group companies, procurement functions and ICV teams. External: Government authorities, ADNOC partners, suppliers and business organizations.

Working Conditions

Physical Effort: Minimal, including walking, standing, keyboard use and occasional visits to outside offices. Work Environment: Mostly air-conditioned, with exposure to prevailing weather conditions during external visits.
