Role Overview
Etihad Energy Holding is seeking an experienced Procurement Manager to lead procurement operations in Dubai. The role focuses on procurement strategy, policy compliance, cost optimization, supplier management, budgeting, reporting, and supply-chain risk reduction.
Key Responsibilities
- Review and validate purchase requests for accuracy, budget compliance, and business needs
- Coordinate with department heads and senior management on purchase-order reviews, approvals, and execution
- Ensure procurement activities comply with company policies, regulations, and industry standards
- Monitor procurement budgets, identify savings opportunities, and report to management
- Maintain procurement documentation, approvals, and audit records
- Develop supplier relationships, evaluate performance, and reduce supply-chain risks
- Coordinate with Finance on payment processing and cost allocation
- Support urgent procurement for operational, maintenance, or emergency requirements
- Monitor market trends, inventory levels, procurement metrics, and cost-saving initiatives
- Develop procurement strategies, policies, procedures, and tracking systems
- Prepare procurement reports and dashboards for senior leadership
Requirements
- Bachelor’s Degree in Supply Chain Management, Procurement, Engineering, Business Administration, or a related field
- More than 10 years of procurement experience, including at least 3 years in management
- UAE experience in shipping, oil and gas, petrochemicals, or terminal operations is highly preferred
- Knowledge of maritime and oil-and-gas equipment, spare parts, chemicals, and services
- Strong understanding of procurement standards, logistics, HSSE, and local-content regulations
- Proficiency in Microsoft Dynamics 365, SAP, Oracle, or similar ERP systems
- Experience drafting procurement policies and procedures
- Excellent communication, negotiation, and problem-solving skills
- Strong ability to analyze data, evaluate bids, and make informed purchasing decisions
- Experience in shipping, oil and gas, petrochemical, or terminal operations—particularly within the UAE is highly preferred
