Key Responsibilities

• Align category procurement plans with business priorities, project schedules, and long‑term company objectives.
• Develop annual plans for strategic long‑term purchase agreements covering targeted materials and services.
• Conduct supplier‑market research to identify qualified vendors, pricing movements, and emerging industry trends.
• Lead discussions with key suppliers and internal stakeholders concerning service levels and performance measures.
• Review procurement spend, cost‑saving reports, and dashboard data to assess category effectiveness.
• Track In‑Country Value information in Procure Lens and verify certificates submitted by major vendors.
• Ensure procurement activities comply with applicable legal, regulatory, contractual, and internal requirements.
• Obtain at least three competitive quotations for critical items within the assigned category.
• Prepare preliminary cost‑comparison sheets for RF items and document the commercial evaluation.
• Coordinate technical assessments with project and design teams before supplier selection.
• Negotiate pricing, delivery schedules, technical compliance, warranties, and contractual conditions.
• Obtain supplier technical submittals and coordinate their review by operations teams or clients.
• Support contract finalization with business units, the Contracts and Commercial Department, and design teams.
• Collect signed contracts and distribute controlled copies to suppliers and relevant record owners.
• Work with the PSSC team on electronic auctions, vendor onboarding, feedback collection, and stakeholder reviews.
• Assist the Category Manager with annual supplier evaluations and agreed corrective‑action plans.
• Monitor service‑level performance through the Procure Lens Dashboard and address procurement delays.
• Maintain complete contract logs, purchase records, order documentation, and supplier correspondence.
• Follow up on expired In‑Country Value certificates and keep vendor records current.

Ideal Profile

The successful candidate holds a bachelor ’s degree in Civil Engineering and has at least seven years of relevant GCC experience. This background should include substantial responsibility across procurement, contracts, and category management, preferably involving project‑based materials or technical services. The role requires a commercially aware professional who can examine cost data, manage supplier negotiations, coordinate technical approvals, and work confidently with multiple business teams. Strong attention to procurement governance and documentation is essential.
