Position Overview

Al-Futtaim Retail is seeking an experienced HSE Manager to join its SINYAR Management Program in Dubai, United Arab Emirates. The role focuses on strengthening health, safety, and environmental practices across retail operations, supporting regulatory compliance, and promoting a safe working environment for employees and other stakeholders. The HSE Manager will provide specialist Health, Safety and Environment guidance, support the administration and continuous improvement of the Occupational Health and Safety Management System, oversee incident management processes, and coordinate workplace inspections, investigations, and safety improvement initiatives. Working closely with management, business units, and the Al-Futtaim Group HSSE Committee, the successful candidate will contribute to risk management, compliance monitoring, safety reporting, and the development of effective HSE policies and procedures. Alongside regular management responsibilities, the position forms part of the SINYAR Management Program, which combines practical business leadership with structured development milestones and ongoing professional growth.

Key Responsibilities

• - Occupational Health and Safety Management - Support the administration, implementation, and continuous improvement of the Occupational Health and Safety Management System.
• - Develop HSE checklists, operational guidelines, and workflows that promote safe working practices.
• - Oversee the implementation of the Health, Safety, Security and Environment (HSSE) Incident Management System.
• - Provide technical HSE guidance and support to business units across Al-Futtaim Retail.
• - Monitor the effectiveness of existing safety practices and identify opportunities for improvement.
• - Analyse incident and inspection information to identify trends and areas requiring corrective action.
• - Prepare HSE dashboards, management reports, and performance summaries.
• - Support consistent application of occupational health and safety standards across retail operations.
• - HSE Compliance and Regulatory Governance - Support compliance with applicable local health and safety legislation and regulatory requirements.
• - Manage business requirements relating to HSE certificates, attestations, and permits.
• - Advise business stakeholders on relevant HSE compliance obligations and procedures.
• - Monitor changes in applicable health and safety regulations.
• - Communicate relevant regulatory updates and compliance requirements to appropriate stakeholders.
• - Support the development and maintenance of procedures that strengthen regulatory compliance.
• - Assist business teams in understanding and addressing occupational health and safety requirements.
• - HSE Initiatives and Project Management - Collaborate with management to identify opportunities to improve workplace safety and prevent incidents.
• - Support the planning and implementation of HSE initiatives across Al-Futtaim Retail.
• - Coordinate assigned HSE projects from initiation through completion.
• - Develop policies, procedures, and operational guidelines that improve workplace safety practices.
• - Work with relevant departments to support the implementation of safety improvement measures.
• - Monitor project activities and coordinate stakeholder input to support effective delivery.
• - Contribute to continuous improvement initiatives that strengthen HSE performance.
• - Workplace Inspections and Incident Investigations - Conduct workplace health and safety inspections to identify hazards and unsafe conditions.
• - Carry out incident investigations to determine contributing factors and root causes.
• - Prepare technical investigation reports with findings and recommendations.
• - Maintain accurate records of workplace inspections, incidents, and related statistics.
• - Recommend appropriate risk-mitigation and corrective measures based on investigation findings.
• - Support improvements to audit, inspection, and incident investigation processes.
• - Analyse inspection and incident data to identify recurring risks and improvement opportunities.
• - Risk Assessment and Technical HSE Support - Provide specialist guidance on occupational health and safety standards and practices.
• - Support the identification, assessment, and management of workplace health and safety risks.
• - Advise business stakeholders on risk assessment methodologies and mitigation measures.
• - Develop technical HSE procedures, guidance documents, and awareness materials.
• - Deliver occupational health and safety awareness sessions.
• - Provide practical technical advice to teams addressing workplace safety concerns.
• - Support the implementation of measures designed to reduce occupational risks.
• - Stakeholder Coordination and HSSE Reporting - Coordinate with the Al-Futtaim Group HSSE Committee and relevant internal stakeholders.
• - Prepare presentations, technical reports, and supporting documents for HSSE meetings.
• - Support regular communication on health, safety, and environmental matters.
• - Prepare meeting minutes and relevant HSE communication materials.
• - Work collaboratively with management and business units to address safety-related requirements.
• - Communicate HSE findings, recommendations, and improvement priorities clearly to stakeholders.
• - Maintain effective working relationships that support consistent safety practices across retail operations.

Required Qualifications and Experience

• - Diploma in Engineering, Safety, or a related discipline.
• - NEBOSH, IOSH, or an equivalent health and safety certification.
• - Minimum 5 years of professional experience in Health and Safety, Occupational Health, or a related field.
• - Sound knowledge of occupational health and safety management systems.
• - Understanding of workplace safety audits, inspections, and incident investigation procedures.
• - Knowledge of applicable HSE regulatory requirements and compliance practices.
• - Familiarity with risk assessment and occupational risk-mitigation methodologies.
• - Good working knowledge of Microsoft Office applications.
• - Good English communication skills.
• - Arabic language skills are an advantage.
