Role Context
The HSSE Officer serves as an operational link between site teams, safety committees, security personnel, contractors, and management. Regular site presence is central to the position, allowing hazards to be identified early and corrective measures to be implemented before they develop into incidents. The officer also supports emergency readiness, regulatory documentation, permit compliance, safety training, and security controls, helping protect employees, visitors, assets, and business continuity across multiple locations.
Key Responsibilities
- Inspect assigned sites daily and ensure identified hazards are eliminated, controlled, or escalated without unnecessary delay.
- Work with Site Safety Committees through regular inspections and monthly meetings to strengthen hazard identification and reporting.
- Implement corrective and preventive measures aimed at reducing avoidable workplace incidents.
- Participate in HSSE compliance audits, document gaps, and track agreed actions through closure.
- Review daily security operations against deployment risks, approved procedures, and required competency standards.
- Act as the initial focal point for incident reporting and follow up on corrective actions arising from investigations.
- Develop and supervise site-specific emergency response arrangements and evacuation exercises.
- Conduct monthly fire safety inspections in accordance with internal requirements and applicable government regulations.
- Verify that locations maintain the required number of appropriately trained and certified First Aiders and Fire Wardens.
- Coordinate monthly Emergency Response Team meetings and check the readiness of emergency equipment.
- Maintain current HSE records covering site documentation, certifications, inspections, training, and safety equipment inventories.
- Ensure emergency procedures and Material Safety Data Sheets are available and communicated for hazardous chemicals.
- Monitor third-party and contractor safety performance through spot inspections and Permit to Work compliance checks.
- Keep informed of relevant local and federal HSE requirements and support their implementation across assigned operations.
- Assist with mandatory permits, licenses, certifications, and compliance requirements connected with Trade License renewals.
- Coordinate with relevant authorities and internal teams where security system or regulatory improvements are required.
- Deliver toolbox talks, on-site HSSE awareness sessions, and practical safety guidance to employees.
- Participate in internal audits, emergency mock drills, compliance reviews, and incident prevention initiatives.
- Prepare HSSE reports and maintain audit-ready records for management and regulatory requirements.
- Travel regularly between assigned locations to verify that required HSSE controls remain operational.
Ideal Profile
- Bachelor 's degree in Occupational Health and Safety, Environmental Sustainability, or a related discipline.
- Minimum 1 year of experience in HSSE, workplace safety, security, or a related operational environment is preferred.
- Working knowledge of hazard identification, risk controls, incident prevention, emergency response, and compliance monitoring.
- Familiarity with Permit to Work processes and contractor safety requirements.
- Strong analytical and critical-thinking capability when evaluating operational risks.
- Careful attention to documentation, certifications, inspection findings, and corrective action records.
- Ability to coordinate with employees, contractors, security teams, management, and external authorities.
- Confident in managing disagreements and resolving safety-related operational issues constructively.
- Fluent English reading, writing, and speaking skills.
- Arabic reading and speaking capability is required.
- Proficiency in Microsoft Office and general computer-based reporting systems.
- Willingness to travel frequently between assigned sites.
- Motivation to develop professional credentials such as Incident Investigator, IOSH Managing Safety, Fire Warden, and First Aider certifications.
