Job summary

Role Overview

HSE Manager – Rail Safety responsible for leading health, safety and environmental performance across a complex railway infrastructure project in Dubai, ensuring compliance with UAE regulations, client requirements and international standards while supporting safe delivery of rail infrastructure.

Location & Compensation

Location: Dubai, United Arab Emirates. Salary: 30,000–45,000 AED per month (estimated; final offer determined by employer).

Key Responsibilities
  • Develop, implement and maintain HSE policies, procedures, standards, and project‑specific safety requirements in accordance with UAE regulations and international best practices.
  • Lead the implementation of HSE management systems across rail infrastructure project activities, construction interfaces, contractor works, and operational planning.
  • Conduct internal and external HSE audits to assess compliance, identify improvement areas, and ensure corrective actions are properly implemented and closed.
  • Oversee safety management plans and ensure they are integrated into project execution strategies, construction planning, design coordination and site operations.
  • Lead HSE risk assessments, hazard identification workshops, mitigation planning and control measure reviews across all project phases.
  • Monitor implementation of risk controls and ensure high‑risk activities are managed through approved procedures and safe systems of work.
  • Foster a proactive safety culture through toolbox talks, awareness campaigns, competency development and structured HSE training for site personnel.
  • Provide technical guidance, coaching and mentorship to HSE officers, supervisors, contractors and project site teams.
  • Coordinate with internal departments, contractors, consultants, client representatives and regulatory bodies to align HSE objectives and compliance expectations.
  • Ensure incidents, near misses, unsafe conditions and environmental events are investigated properly, reported accurately and used to develop lessons learned.
  • Track corrective and preventive actions from incidents, audits, inspections and management reviews to prevent recurrence.
  • Support tender and contract preparation by reviewing HSE requirements, compliance strategies, safety deliverables and contractor obligations.
  • Ensure emergency response plans are prepared, communicated, tested and improved through drills and scenario‑based reviews.
  • Monitor HSE key performance indicators and prepare regular reports for senior management, clients, contractors and project stakeholders.
  • Collaborate with design, construction, engineering and operations teams to embed safety considerations into project planning and delivery processes.
  • Maintain current knowledge of UAE HSE regulations, GCC statutory requirements, OSHA, ISO, ANSI and relevant industry safety standards.
  • Represent Parsons in client meetings, regulatory discussions, safety forums and public engagement sessions related to HSE matters.
  • Promote continuous improvement by identifying recurring risks, improving procedures, strengthening reporting quality and raising safety accountability across the project.
Qualifications
  • Bachelor's degree in Engineering, Industrial Safety, Environmental Science, Occupational Health and Safety or a related discipline.
  • Minimum 15 years of experience in HSE management roles within infrastructure, rail, metro, construction or major transportation projects.
  • Strong preference for candidates with rail or metro infrastructure project experience in the UAE or GCC region.
  • Solid familiarity with UAE and GCC statutory health, safety and environmental regulations.
  • Lead Auditor accreditation or equivalent HSE audit certification will be an advantage.
  • Demonstrated expertise in hazard identification, risk assessment, incident investigation, emergency planning, compliance audits and safety performance management.
  • Strong understanding of international safety standards and best practices, including OSHA, ISO, ANSI and project‑specific HSE governance frameworks.
  • Proven ability to develop and deliver HSE training programs for diverse construction, engineering, contractor and site‑based teams.
  • Experience in client‑facing roles with the ability to align safety expectations across contractors, consultants, operators and stakeholders.
  • Proficiency in HSE management systems, audit reporting, KPI tracking, corrective action management and compliance documentation.
  • Strong leadership skills with the ability to mentor HSE teams, influence site behaviour and build a consistent safety culture.
  • Excellent communication skills with the ability to prepare reports, deliver presentations, conduct meetings and engage with regulatory bodies.
  • Practical problem‑solving ability with sound judgment in high‑pressure project environments.
  • Strong team‑building capability with the confidence to lead safety improvement across multidisciplinary project teams.
