Overview
Safety Engineer – Infrastructure in Dubai, United Arab Emirates is a Civil Engineering role for an experienced occupational safety professional. The position focuses on implementing corporate HSE requirements, reviewing contractor safety plans, monitoring site performance, inspecting work activities, reviewing method statements and risk assessments, and ensuring corrective actions are completed promptly. The role supports highway, bridge, underpass, and major infrastructure projects by ensuring safety plans, contractor practices, and site activities comply with corporate HSE policy, client requirements, and regional legal standards.
Key Responsibilities
- Implement corporate HSE policy, project HSE plans, applicable legislation, and safety requirements across assigned infrastructure works.
- Monitor HSE performance, safety targets, contractor compliance, and site conditions, then recommend practical measures for continuous improvement.
- Ensure client safety requirements are understood, applied, and properly monitored by contractors and site teams.
- Liaise with the Safety Manager, Resident Engineer, and contractors to improve implementation of corporate HSE management practices.
- Monitor contractors to confirm that legal, client, and project‑specific safety measures are applied effectively on site.
- Review contractor site safety plans, emergency plans, and other safety‑related procedures before and during execution.
- Review method statements and risk assessments for construction activities and verify that hazard control measures are suitable and effective.
- Conduct HSE inspections and report findings to the Resident Engineer for immediate rectification and follow‑up.
- Review and monitor contractors’ monthly HSE inspection reports, statistics, records, and compliance documents.
- Conduct monthly safety meetings, set action targets for outstanding issues, prepare minutes, and follow up with concerned parties.
- Review emergency preparedness, emergency response arrangements, permit‑to‑work systems, toolbox talks, and contractor safety records.
- Review contractor incident and accident investigation reports, communicate key learning points, and monitor corrective and preventive actions.
- Support the prevention of recurring incidents by tracking follow‑up actions and ensuring close‑out of safety recommendations.
- Check compliance with UAE federal laws, Dubai Municipality construction safety practices, RTA circulars, and work‑zone traffic management requirements.
- Promote safe working behaviour across highways, bridges, underpasses, utilities, roadworks, and major infrastructure construction activities.
- Maintain clear communication with project stakeholders to support timely reporting, practical safety control, and strong site discipline.
Ideal Profile
- Bachelor’s degree in Occupational Safety and Health or a construction‑related engineering discipline.
- Internationally approved safety training or recognised safety qualifications.
- Minimum 8 years of experience as a Safety Engineer on highway, bridge, underpass, or major infrastructure projects in the UAE.
- Strong background in construction safety, contractor monitoring, risk assessment review, method statement review, incident investigation, and site inspection.
- Recognised health and safety certifications such as NEBOSH IGC, International Safety Diploma, First Aid, Fire Safety, or similar safety qualifications.
- ISO audit qualification or training related to ISO 45001:2018 and ISO 14001:2015 in the UAE is preferred.
- Working knowledge of UAE federal laws, Dubai Municipality Code of Construction Safety Practice, technical guidelines, RTA circulars, and Work Zone Traffic Management Manual.
- Ability to review emergency plans, permit‑to‑work systems, toolbox talks, HSE statistics, inspection reports, and contractor records.
- Good communication and interpersonal skills with the ability to coordinate with contractors, engineers, safety teams, and project leadership.
- Able to attend physical interviews in the UAE.
