Context

The Safety Engineer will ensure project safety plans, contractor HSE procedures, emergency arrangements, method statements, risk assessments, and site safety practices are properly implemented across road infrastructure works. The role requires active field monitoring, strong reporting discipline, and coordination with the Safety Manager, Resident Engineer, contractors, and project teams. It is important for reducing site risks, improving contractor compliance, protecting workers and the public, and maintaining safe delivery standards across highway, bridge, underpass, and traffic-related construction environments in Dubai.

Core Duties
  • Implement corporate HSE policy, project HSE plans, safety legislation, and applicable client safety requirements.
  • Monitor HSE performance, project safety targets, contractor compliance, and recommend improvement measures where required.
  • Ensure that client safety requirements are fully understood, followed, and documented by contractors and site teams.
  • Coordinate with the Safety Manager and contractors to improve implementation of corporate HSE management standards.
  • Monitor contractor activities to confirm that required safety controls are applied across the project site.
  • Review contractor site safety plans, emergency plans, safety procedures, and related HSE submissions.
  • Review method statements and risk assessments for construction activities and verify the effectiveness of hazard control measures.
  • Conduct HSE inspections and report unsafe conditions or noncompliance to the Resident Engineer for immediate corrective action.
  • Review and monitor contractor monthly HSE inspection reports, statistics, records, and safety performance submissions.
  • Conduct monthly safety meetings, set targets for outstanding HSE issues, prepare minutes, and follow up on agreed actions.
  • Review emergency preparedness, response arrangements, permit‑to‑work systems, toolbox talks, and contractor safety records.
  • Review incident and accident investigation reports submitted by contractors.
  • Communicate learning points from incidents and monitor immediate and follow‑up actions to prevent recurrence.
  • Support safe work practices across highway, bridge, underpass, traffic control, and road construction activities.
  • Maintain safety documentation, inspection records, meeting minutes, and project HSE follow‑up logs.
Ideal Profile
  • Bachelor's degree in Occupational Safety and Health or a construction‑related engineering discipline.
  • Internationally approved safety training and recognized HSE qualifications.
  • Minimum 8 years of experience as a Safety Engineer on highway, bridge, underpass, or road infrastructure projects in the UAE.
  • NEBOSH IGC, Safety Diploma, First Aid, Fire Safety, or equivalent recognized certifications are preferred.
  • Working knowledge of UAE Federal Laws, Dubai Municipality Code of Construction Safety Practice, technical guidelines, RTA circulars, and Work Zone Traffic Management Manual.
  • Practical experience reviewing safety plans, emergency procedures, method statements, risk assessments, incident reports, and contractor HSE submissions.
  • Ability to conduct site inspections, identify hazards, recommend controls, and follow up corrective actions.
  • Good communication and interpersonal skills for coordination with contractors, consultants, safety teams, and project leadership.
  • ISO audit qualification or training in ISO 45001:2018 and ISO 14001:2015 will be an advantage.
  • Must be able to attend physical interviews in the UAE.
