Job summary

RAQ Contracting Company LLC is seeking an experienced QHSE Manager to lead and manage Quality, Health, Safety and Environmental activities for high-rise building projects in the UAE. The successful candidate will ensure compliance with UAE regulations, client requirements and company management systems while promoting a strong culture of quality and safety across all project phases.

The role requires 10–15 years of construction experience with at least 5 years as a QHSE Manager on high-rise

Qualifications

• Bachelor's degree in civil or safety engineering and related field required.
• 10–15 years construction experience with 5+ years as QHSE Manager on high-rise projects in UAE.
• Strong knowledge of ISO 9001, ISO 14001 and ISO 45001 management systems.
• NEBOSH International Diploma/IGC or equivalent HSE certification preferred.

Responsibilities

• Develop, implement and maintain the Project QHSE Management System.
• Ensure compliance with UAE health, safety, environmental and quality regulations.
• Lead quality assurance and quality control activities to meet project specifications and standards.
• Conduct site inspections, audits, risk assessments and incident investigations.
• Develop and monitor HSE plans, quality plans, method statements and ITPs.
• Coordinate with consultants, clients, subcontractors and regulatory authorities on QHSE matters.
• Ensure non-conformances are investigated and corrective actions implemented.
• Monitor project KPIs and prepare QHSE reports for senior management.
• Conduct toolbox talks, safety training and quality awareness programs.
• Promote continuous improvement and safety culture on site.

Qualifications

• Strong knowledge of ISO 9001, ISO 14001, and ISO 45001 management systems.
• Thorough understanding of UAE construction regulations and industry best practices.
• NEBOSH International Diploma/IGC or equivalent HSE certification preferred.
• Excellent leadership, communication, and coordination skills.
• Proficient in Microsoft Office and QHSE reporting systems.
