Job summary

Dubai Holding is seeking an Executive Director - Organisation Effectiveness to lead the Organisation Effectiveness function across the Group. You will shape the People Strategy, drive workforce planning, and oversee governance for structural and workforce decisions.

You will lead transformation programmes, establish new entities, and ensure data accuracy and oversight of people analytics to support evidence-based leadership decisions.

Qualifications

• Bachelor’s degree in Business Administration, HR, Organisational Psychology or related field.
• Master’s degree preferred.
• Professional certification in HR or organisation design is advantageous.
• Expert knowledge of organisation design methodologies and job evaluation.
• Experience leading large-scale restructuring in complex groups.

Responsibilities

• Lead documentation, formalisation and ongoing review of the People Strategy, aligning with Group priorities.
• Define and maintain people scorecards to track priorities across the Group.
• Oversee People Department budget management and align with priorities.
• Act as the approving authority for organisation effectiveness matters within delegated authority.
• Oversee portfolio of People deliverables across verticals, ensuring timely execution.
