Job summary

Elixi, an AI-driven HealthTech startup, is seeking a determined People Operations Manager to keep internal operations running smoothly, bringing structure, clarity, and a positive day-to-day rhythm across our distributed team, with Dubai as our main hub.

You will own end-to-end HR processes, drive operational excellence projects, manage employment documentation, build internal policies, run HR systems and data, and support culture and team effectiveness.

Qualifications

• 3+ years of experience in Operations, HR or Office Management (startup or high-growth environment preferred).
• Exceptional organization and attention to detail (documentation, deadlines, stakeholder follow-up).
• Clear, friendly, and professional communication in writing and verbally; able to coordinate across functions and levels.
• Proven ability to independently run multiple workstreams in parallel.
• Proficient with HR systems and collaboration tools such as Jira, Confluence (or equivalents).
• Thriving in fast-changing environments; pragmatic and solutions-oriented.
• Fluent in Russian and English.

Responsibilities

• Own end-to-end People Operations: onboarding, offboarding, visa coordination, benefits administration.
• Drive operational excellence projects and automation opportunities.
• Manage employment documentation and lifecycle management with high attention to detail.
• Build and maintain internal policies (WFH, insurance, leave, expenses).
• Run HR systems and data quality, and produce reliable reporting as needed.
• Manage office operations and vendor relationships, procurement, and landlord needs.
• Support culture and team effectiveness through events and workshops.
