Job summary

Dubai Municipality seeks a senior leader to steer the facilities management framework, ensuring sustainable operation of assets and governance of contracts. You will provide technical guidance, develop policies, and drive performance indicators to improve efficiency and financial outcomes across the portfolio.

The role focuses on transforming operations through smart technologies, asset management systems, and data-driven decision making to enhance organizational capabilities.

Qualifications

• Bachelor’s degree in Civil Engineering, Architectural Engineering, Mechanical Engineering or Electrical Engineering.
• 15 years of experience.

Responsibilities

• Lead the technical and strategic direction of the Municipality’s facilities management framework, ensuring efficient and sustainable operation of assets.
• Provide technical expertise and consultancy to support decision-making in facilities management, maintenance and support services.
• Oversee development of policies, procedures and performance indicators to ensure quality of operational services and enhance resource utilization.
• Strengthen governance and compliance in facilities management contracts and improve operational and financial performance through continuous improvement initiatives.
• Contribute to development of organizational capabilities and implement modern technological solutions in facilities management.
• Lead transformation initiatives including smart technologies, asset management systems and digital transformation solutions.
• Oversee development and approval of institutional performance indicators, review results, and prepare technical studies and strategic reports.
• Provide technical supervision to specialized facilities management teams and build organizational capacity.
• Lead cost-optimization and efficiency initiatives across facilities management within the Municipality.

Job description

• Lead the technical and strategic direction of the Municipality’s facilities management framework, ensuring the efficient management and sustainable operation of assets in accordance with recognized best practices and approved standards. Provide technical expertise and specialized consultancy to support decision-making in the areas of facilities management, maintenance, and support services. Oversee the development of policies, procedures, and performance indicators to ensure the quality of operational services and enhance resource utilization efficiency. The position also aims to strengthen governance and compliance in facilities management contracts, improve operational and financial performance through continuous improvement initiatives, contribute to the development of organizational capabilities, and implement modern technological solutions in facilities management.
• Lead transformation and development initiatives in facilities management, including the adoption of smart technologies, asset management systems, and digital transformation solutions.
• Oversee the development and approval of institutional performance indicators related to facilities management, review performance results, take corrective actions, and oversee the preparation of technical studies and strategic reports related to facilities management, including submitting recommendations to senior management.
• Provide technical supervision to specialized facilities management teams, offering professional guidance, knowledge transfer, and organizational capacity building.
• Lead initiatives to improve operational efficiency and optimize costs in facilities management across the Municipality. Oversee the management and implementation of inspection and field survey programs for the Municipality’s properties, buildings, structures, and facilities, and monitor development works, including the preparation of technical details and estimated costs for proposed works, while ensuring the implementation of security, safety, sustainability, and governance requirements across all facilities management activities.
• Oversee the selection of contractors, monitor contracting procedures and the settlement of their financial dues, and determine the technical requirements, conditions, and standards necessary for facilities management contracts, in accordance with applicable regulations and approved policies.
• Comply with information security policies and protect data and information in accordance with the Municipality’s approved Data Classification Policy. Report any violations or security breaches through the channels designated by the Municipality and participate in information security-related training programs.
• Perform any other duties and responsibilities related to the nature and scope of the position, as assigned.
