Job summary

Dubai Holding’s real estate division seeks a senior project management leader to define, develop, and execute the overall strategy for large-scale, multi-disciplinary developments in Dubai. You will act as the senior escalation point for risks and delivery issues, oversee budgets and procurement collaboration, and drive governance and continuous improvement across programs.

The ideal candidate has a civil/architectural engineering background with PMP certification, 8+ years in senior leadership

Qualifications

• Bachelor’s or Master’s degree in Civil or Architectural Engineering (or related field) with PMP certification.
• 15-2 years of experience, including 8+ years in senior leadership roles managing large-scale, multi-disciplinary projects (developer experience preferred).
• Strong expertise in project and program delivery, strategic planning, and execution.
• In-depth knowledge of UAE construction laws, building codes, environmental regulations, and compliance standards.
• Proven ability to manage budgets, risks, vendors, and complex project lifecycles end-to-end.
• Advanced proficiency in project tools (Primavera preferred) and reporting platforms including Power BI and MS Office.
• Demonstrated leadership in managing cross-functional teams and complex stakeholder environments.
• Excellent communication, negotiation, analytical, and stakeholder management skills.
• Strong focus on governance, risk mitigation, and operational excellence.
• Agile mindset with the ability to drive innovation and adapt to evolving business needs.

Responsibilities

• Define, develop, and lead the overall project management strategy, ensuring alignment with the organization’s strategic objectives.
• Act as the senior escalation point for project risks, resource challenges, and delivery issues, ensuring timely resolution and continuity.
• Oversee project budgets, monitor cost performance, approve financial reports, and drive cost optimization initiatives.
• Lead governance of change requests, ensuring clear communication of schedule and budget impacts, while proactively identifying and mitigating risks.
• Provide strategic direction on contractor management, procurement strategies, resource allocation, and acceleration plans to ensure timely and high-quality delivery.
• Collaborate closely with procurement, contracts, and commercial teams to ensure seamless execution and informed decision-making.
• Oversee project performance reporting and data analysis to support executive decision-making and continuous improvement.
• Lead cross-functional strategic initiatives, ensuring regulatory compliance and stakeholder alignment.
