Job summary

TalentBridgeDubai is seeking an experienced Group HR & Admin Manager to lead HR and Administration across UAE and Saudi Arabia, based in Dubai.

You will oversee a 400-employee mix of office professionals and blue-collar staff, implementing UAE/KSA labour law compliant frameworks and partnering with senior management on workforce planning, payroll, immigration and HR policy.

This hands-on leadership role requires travel between UAE and KSA and a proven track record in managing multi-entity groups.

Qualifications

• Minimum 8 years of progressive HR experience, including at least 3 years in an HR management position.
• Experience supporting a multi-entity or group structure.
• Strong experience managing a blue-collar workforce alongside professionals and office staff.
• Strong working knowledge of UAE Labour Law and related government platforms.
• Experience with Saudi labour requirements; Saudisation would be advantageous.
• Hands-on across recruitment, employee relations, payroll coordination, immigration, benefits, HR administration and policy development.
• Degree in HR or related discipline; CIPD qualification would be advantageous.
• Willingness to travel between UAE and KSA operations.

Responsibilities

• Lead HR and Admin across the UAE and Saudi Arabia for the group.
• Oversee payroll coordination, welfare, immigration and benefits.
• Ensure compliance with UAE MOHRE, GDRFA, DHA and Saudi platforms.
• Manage recruitment, onboarding and employee relations across multi‑entity structure.
• Develop and implement HR policies and reporting across group entities.
• Support Saudisation and local labour compliance as required.
• Provide management with HR dashboards and risk assessments.
