Position Overview

Director, Health and Safety in Dubai, United Arab Emirates is a senior Real Estate project leadership role focused on occupational health and safety strategy, construction risk management, ISO 45001 systems, contractor compliance, and safe project delivery across MAF Properties. This role is designed for an experienced HSE leader who can strengthen safety governance, guide project teams, mentor safety professionals, and embed best-practice health and safety standards across major real estate development and construction environments.

Key Responsibilities

• Lead health and safety strategy across project delivery activities, construction operations, departmental initiatives, and portfolio-wide improvement programs
• Develop and strengthen best-practice HSE processes, procedures, controls, guidelines, forms, and management systems for major real estate projects
• Identify, assess, and manage critical health and safety risks across project development, design coordination, construction execution, and contractor activities
• Guide team members on corporate objectives, project goals, performance progress, safety priorities, and continuous professional development
• Provide mentorship and technical direction to health and safety teams, project managers, consultants, contractors, and delivery stakeholders
• Build strong working relationships with consultants, contractors, project management teams, design firms, and senior internal stakeholders
• Maintain Occupational Health and Safety policies and procedures aligned with international standards, including ISO 45001 and related HSE frameworks
• Review tender and post-tender submissions to assess contractor compliance with health and safety requirements, risk controls, and project standards
• Monitor regional industry trends, legislative updates, professional standards, and construction safety practices to keep project delivery aligned with current expectations
• Promote stronger health and safety awareness across the department through guidance, communication, audits, training input, and practical improvement actions
• Support the implementation of Behavior-Based Safety programs to improve workforce engagement, site discipline, and proactive risk reporting
• Drive HSE auditing, compliance monitoring, incident prevention, management system improvement, and safer working practices across assigned projects

Ideal Profile

• 15 years of construction experience in Health and Safety Management, preferably across large-scale real estate, mixed-use, retail, commercial, or infrastructure projects
• Master's degree in health and safety is an advantage
• Diploma in HSE from a recognized body such as NEBOSH, British Safety Council, or equivalent is required
• Proven experience implementing and managing Occupational Health and Safety Management Systems, including OHSAS 18001 and ISO 45001 frameworks
• Strong capability in HSE auditing, regulatory compliance, risk assessment, contractor monitoring, and continuous improvement programs
• Practical experience leading health and safety strategy within complex project delivery environments involving consultants, contractors, and multidisciplinary teams
• Strong understanding of construction risks, design-stage safety input, site safety controls, incident prevention, and project governance requirements
• Experience promoting Behavior-Based Safety programs and building a stronger safety culture across project teams and contractor workforces
• Excellent leadership, communication, stakeholder management, and mentoring skills with the confidence to influence senior project and business teams
• Willingness to travel internationally or work outside the UAE when required to support project teams and portfolio safety requirements
