Job Overview
Lead tendering efforts for offshore construction and subsea projects, translating incoming RFQs into competitive technical and commercial proposals and managing the bid cycle from start to award.
Key Responsibilities
- Conduct comprehensive market analysis to identify potential tendering opportunities and assess industry competition.
- Prepare and manage tender documentation, including pricing schedules, technical submissions, and compliance statements, ensuring accuracy and completeness.
- Collaborate with engineering, operations, procurement, and project management teams to gather essential data for competitive and compelling bids.
- Develop cost estimates by analyzing project requirements, labor, materials, and overhead costs to guarantee financial viability.
- Review incoming RFQs, define scope, and decide whether and how to bid.
- Assemble technical and commercial proposals, pitch bid strategy to management, and adjust plans based on feedback.
- Flag technical, commercial, and HSE risks for each tender and address them proactively.
- Handle tender clarifications and support the Contracts/Legal team through negotiations.
- Follow up with clients for award decisions and log outcomes.
- Transfer winning projects cleanly to the project team.
Required Experience
- 5 to 7 years of offshore construction experience; office‑only experience does not qualify.
- Hands‑on knowledge of subsea work (risers, spool pieces, cables, umbilicals, SSIVs, sleepers, mattresses, grout bags) performed by air or sat divers and/or ROV off a DP2 DSV, cable lay, or construction support vessel.
Education and Certifications
- Bachelor's degree in Engineering, Construction Management, or a related field; a Master's degree is a plus.
- Certified Cost Professional (CCP) or similar credentials highly desirable.
Skills and Qualifications
- Science‑degree holder with a grasp of subsea cranes, diver tooling (bolt tensioning, rigging, spool installation), and ROV tooling for IMR and installation.
- Familiarity with contracts (BIMCO, oil company bespoke/Tier 1 subcontracts), risk assessment, and pricing.
- Proficiency with Office 365 and MS Project.
- Good written and spoken English; knowledge of French, Italian, or Arabic is a bonus.
- Experience in international projects and exposure to various regulatory environments is an advantage.
Reporting & Collaboration
Works with the Commercial team under the Director of Commercial Construction and collaborates daily with Business Development, Operations, Technical, Legal, and the Project Management team.
