Role Summary
The Civil Inspector – Roads Quality is responsible for supervising and ensuring quality control of road and transportation infrastructure projects in Dubai. The inspector performs regular site inspections, verifies contractor compliance with project standards, maintains accurate records, and supports Resident Engineers and Assistant Resident Engineers throughout project execution and handover.
Responsibilities
- Inspect civil, roads, transportation, and infrastructure works to ensure compliance with project standards, approved drawings, specifications, and authority requirements.
- Conduct regular site inspections and audits to verify contractor workmanship, quality, progress, and compliance.
- Maintain daily records of contractor activities, manpower, equipment, materials, site progress, work fronts, and inspection outcomes.
- Supervise and perform measurement checks for pipe alignments, levels, elevations, roadworks, drainage, utilities, and related civil activities.
- Support Resident Engineers with field measurements, inspection findings, quality checks, and site observations.
- Apply and enforce quality control and quality assurance procedures across all assigned site activities.
- Monitor contractor QA/QC performance and record inspections, tests, non‑conformances, and corrective actions.
- Prepare daily reports covering work orders, material deliveries, inspection activities, progress, and site issues.
- Issue Non‑Conformance Reports and Site Observation Reports for deviations from approved drawings, specifications, procedures, or authority requirements.
- Follow up with contractors to ensure corrective and preventive actions are completed, verified, and properly closed.
- Review and provide technical comments on Requests for Information and contractor technical submittals where required.
- Monitor contractor progress against approved schedules and report delays, risks, or potential slippages.
- Liaise daily with contractors to confirm effective management of manpower, equipment, materials, health and safety, and construction resources.
- Ensure all site works comply with health, safety, and environmental requirements as well as UAE authority regulations.
- Apply relevant requirements from RTA, Dubai Municipality, DEWA, and other local authorities during civil and roads inspection activities.
- Coordinate with structural, electrical, mechanical, utilities, and other disciplines to ensure proper integration of civil works.
- Participate in site meetings, technical discussions, coordination sessions, and progress reviews with project stakeholders.
- Conduct final inspections, punch list checks, defect verification, and closure inspections before project milestones and handover stages.
- Maintain organized inspection records, daily reports, correspondence, photographs, measurement sheets, and project documentation.
- Report unsafe practices, quality concerns, discrepancies, and technical issues promptly through the correct project channels.
Qualifications
- Bachelor of Engineering in Civil Engineering (or equivalency) is mandatory.
- 8–10 years of professional experience in civil inspection, site supervision, roads, transportation, or infrastructure works.
- Minimum 5 years of UAE experience is mandatory.
- Roads and transportation project experience required.
- DM or RTA approvals required or strongly preferred.
- Strong knowledge of UAE local authority procedures, standards, regulations, and site approval processes.
- Experience inspecting roads, drainage, utilities, pipe alignments, levels, elevations, and related civil works.
- Good understanding of QA/QC procedures, NCRs, SORs, RFIs, technical submittals, daily reports, and site records.
- Ability to monitor contractor resources, safety performance, quality activities, and work progress.
- Strong coordination skills for working with contractors, Resident Engineers, Assistant Resident Engineers, consultants, clients, and authority representatives.
- Excellent interpersonal, communication, and presentation skills.
- Detail‑oriented with the ability to identify non‑compliance, delays, defects, safety risks, and documentation gaps.
- Practical understanding of multidisciplinary site coordination involving civil, structural, electrical, mechanical, and utility works.
- Strong commitment to HSE compliance, quality assurance, accurate reporting, and professional site supervision.
