Key Responsibilities
  • Conduct regular site inspections and audits to confirm contractor compliance with approved drawings, project specifications, standards, and contract requirements.
  • Maintain comprehensive daily records covering contractor activities, manpower, equipment, materials, progress, inspections, and site observations.
  • Undertake site supervision and measurement checks including pipe alignments, levels, elevations, and civil works verification as instructed by the Resident Engineer or Assistant Resident Engineer.
  • Apply and enforce quality control and quality assurance procedures on-site while monitoring contractor QA/QC activities and maintaining supporting records.
  • Prepare daily reports for the Resident Engineer or Assistant Resident Engineer covering work orders, materials delivery, inspection activities, progress updates, and site issues.
  • Issue Non-Conformance Reports and Site Observation Reports for deviations from approved requirements and follow up on corrective actions until closure.
  • Review contractor Requests for Information and technical submittals, then provide clear comments or observations where required.
  • Monitor contractor progress against approved schedules and report delays, potential slippages, or productivity concerns to the supervision team.
  • Liaise daily with contractors to support proper management of site resources, health and safety requirements, equipment usage, and work sequencing.
  • Ensure all site works comply with health, safety, and environmental requirements as well as local authority regulations including RTA, Dubai Municipality, DEWA, and related approval bodies.
  • Coordinate with structural, electrical, mechanical, utility, and other discipline teams to ensure civil works are properly integrated with wider project requirements.
  • Participate in site meetings, coordination sessions, progress reviews, and technical discussions with contractors and project stakeholders.
  • Conduct final inspections and punch list verification before project milestones, sectional completion, and handover stages.
  • Track recurring workmanship issues, inspection delays, material concerns, and coordination gaps that may affect project quality or delivery.
  • Support accurate construction documentation by maintaining inspection reports, NCR records, SOR logs, measurement notes, and close-out evidence.
  • Assist the Resident Engineer and Assistant Resident Engineer in resolving site issues and ensuring contractor actions meet project requirements.
Ideal Profile
  • Diploma or degree in Civil Engineering, Construction Management, or a relevant technical discipline.
  • Practical experience in civil inspection, infrastructure works, utility works, roadworks, drainage, pipelines, or site supervision.
  • Strong understanding of approved drawings, specifications, method statements, inspection test plans, QA/QC procedures, and construction documentation.
  • Ability to check pipe alignments, levels, elevations, measurements, materials, workmanship, and completed civil works.
  • Familiarity with local authority requirements in Dubai, including RTA, Dubai Municipality, DEWA, and related regulatory expectations.
  • Good knowledge of HSE requirements on active infrastructure and construction sites.
  • Experience preparing daily reports, inspection records, Non-Conformance Reports, Site Observation Reports, and punch list documentation.
  • Able to coordinate with contractors, Resident Engineers, Assistant Resident Engineers, discipline teams, and client representatives.
  • Strong attention to detail with the ability to identify construction deviations, quality risks, and safety concerns early.
  • Organized, reliable, and comfortable working in a fast-paced on-site environment with multiple work fronts.
  • Good communication skills for reporting site matters clearly and supporting timely issue resolution.
